About this file
This document contains a justification for a single source award and details of a related federal contract opportunity. The Department of Veterans Affairs Great Lakes Acquisition Center is seeking to award a single source contract to Ameriwater for a dialysis water and acid delivery system at the Clement J. Zablocki VA Medical Center in Milwaukee, Wisconsin. The estimated cost is $125,000. A single source award is justified because the existing system requires FDA 510k certification, and maintaining a system from the same manufacturer is necessary to retain certification and keep training, maintenance, and repair costs low. The related federal contract opportunity is to renovate and expand the dialysis clinic at the same medical center. The project scope includes demolition, construction, and specialty furnishings, with a budget between $2-5 million. The pre-solicitation notice states the solicitation will be posted on May 13th, with bid opening on June 16th. The opportunity is set aside for Service-Disabled Veteran Owned Small Businesses.

VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
VHAPM Part 813.106 Page 1 of 1 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106‐1 For Over Micro‐Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C252‐20‐AP‐2331
1. Contracting Activity: Department of Veterans Affairs, Great Lakes Acquisition Center, NCO 12, 115 South
84th Street, Milwaukee, WI 53214. Requesting Activity: Department of Veterans Affairs, VISN 12, Clement J.
Zablocki VA Medical Center, 5000 W. National Avenue, Milwaukee WI 53295. Purchase Request (2237) number: 695‐20‐3‐6942‐0013.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The VAMC Milwaukee dialysis water and acid delivery systems currently installed meet strict VA requirements and are inherently familiar to Dialysis and Biomedical engineering staff. Existing operations, preventative maintenance and repair procedures as well as parts on hand are based on this existing system. It meant significantly that the new water and acid delivery system be from the same vendor/manufacturer in order to keep training, maintenance and repair costs at a minimum. Cost estimate: $125,000.00.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
These systems require FDA 510k certification to meet AAMI and VA standards for dialysis treatments. The
510k certification includes Central Water Treatment, Piping, Acid Distribution, acid delivery piping, and wall boxes for delivery of dialysis water and acid bath solutions. To maintain this certification we must maintain a congruent system from a single manufacturer, in this case Ameriwater.
4. Description of market research conducted and results or statement why it was not conducted:
VA Milwaukee has encountered bacterial issues in years past with our hospital water supply requiring supplemental pre‐treatment filtration in the water loop. This option does not exist in other 510k certified manufacturers (like Mar Cor).
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106‐1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
