About this file
This document contains a justification for a single source award and information on a related federal contract opportunity. The justification is for a BarrierFree Curtain Track Rail Support System for a Department of Veterans Affairs medical center. The system allows patient lifts to transport patients without violating privacy. It is a unique product that no other supplier can match to the facility's specifications. The market research found no other products meeting requirements for rail design and patient lift access. The related federal contract opportunity is to renovate and expand the dialysis clinic at the Clement J. Zablocki VA Medical Center in Milwaukee, WI. The $2-5 million project includes demolition, construction, mechanical, electrical and specialty furnished equipment work. Hazardous material abatement and a dedicated air handling unit are part of the renovation. The solicitation will be posted to FedBizOpps on May 13th, with bid opening on June 16th. The opportunity is reserved as a 100% SDVOSB set-aside.

Acquisition Plan Action ID: 36C252‐20‐AP‐2331
1. Contracting Activity: Department of Veterans Affairs, Great Lakes Acquisition Center, NCO 12, 115 South
84th Street, Milwaukee, WI 53214. Requesting Activity: Department of Veterans Affairs, VISN 12, Clement J.
Zablocki VA Medical Center, 5000 W. National Avenue, Milwaukee WI 53295. Purchase Request (2237) number: 695‐20‐3‐6942‐0013
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Barrier‐Free Curtain Track Rail Support System (CTRSS) is the only product that allows a seamless travel of patient lift systems within patient rooms. This system allows the staff to lift patients and transport to restroom, treatment table, exam table without violating any privacy or dignity of the Veterans. If the privacy curtain must be opened so that the lift can pass through the Veteran is exposed and violates their privacy.
Cost estimate: $25,000.00.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
This curtain track system can be custom made to every room depending on the room type and or lift system being installed. This is a unique product that no one else on the market can match the specifications needed to secure and install this system. It is necessary to match existing standardized products. This componentry can be field modified or adjusted to meet the demands of the workflow or equipment and occupational safety. These changes or adjustments are easy and can be quickly accomplished. The ability to adjust or modify these units expedites maintenance, repairs, easy reconfigurations, moves, changes in components or storage requirements. Product must be able to accommodate all necessary healthcare and administration needs of the hospital.
4. Description of market research conducted and results or statement why it was not conducted:
We conducted market research on other Curtain Rail Systems and they do not meet our requirements as far as rail system used and the design that it takes to engineer some of the patient lift obstacles that are presented with some of our patient lifts and to maintain the dignity and privacy of our Veterans.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106‐1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
