Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C250-22-AP-6808 2237: 506-23-1-586-0009

1. Contracting Activity: Department of Veterans Affairs, VISN 10, LTC Charles S. Kettles VA Medical Center.

2. Brief Description of Supplies/Services required and the intended use/Estimated Amount:

Work includes general construction, demolition, and new construction for the Modernize Building 22, Project # 506-21-102. This project completely remodels Building 22. Building 22 is a 1970’s era Research facility and it will be fully updated to modern standards. For this J&A, the fire Alarm system for this building is required to b Simplex as manufactured and provided by JCI. This fire alarm system for this building must be 100% integral with the facility fire alarms system to ensure full compliance with all applicable codes and standards as they apply to this Tier 1 Medical Facility.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The brand name only requirement is for the JCI Simplex Fire Alarm System. This project is adding onto the facilities existing Fire Alarm System and all elements of the new fire alarm systems to be provided shall integrate 100% in all ways feasible with the existing system. This is true for both hardware and software. The only known way to ensure 100% integration is to utilize software and key components of the control’s hardware as manufactured, installed, and programmed by JCI Simplex.

4. Description of market research conducted and results or statement why it was not conducted: The existing fire alarm system is comprised of Simplex Grinnell equipment including the master annunciation panel and monitoring systems. Use of an alternate system components or vendor would require different types of equipment that are incompatible with the current fire alarm system. This would pose a potential risk of inoperable life safety system control, downtime, and cost to the facility. A second vendor working on the same system could result in downtime to the system, resulting in a safety issue.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
