UNSPSC 43211500: Computers

A computer is a device that accepts information (in the form of digital data) and manipulates it for some result based on a program or sequence of instructions on how data is to be processed. Complex computers also include the means for storing data (including the program, which is also a form of data) for some necessary duration. A program may be invariable and built into the computer (and called logic circuitry as it is on microprocessors) or different programs may be provided to the computer (loaded into its storage and then started by an administrator or user).

Today's computers have both kinds of programming.

UNSPSC 43211500 Computers is a Class code covering business-class desktops, laptops, tablets, monitors, docking stations, and peripheral hardware that state and local governments procure for workforce deployment, educational use, and operational technology infrastructure. Recent state and local solicitations show purchasing concentrated on Dell and HP branded equipment with specific processor, memory, storage, and warranty specifications tailored to user roles—standard configurations for general office staff, high-performance workstations for specialized applications such as GIS or design work, and rugged devices for field operations. Issuing bodies span state information technology departments (Maryland DOIT leads with dozens of individual refresh procurements), county IT offices (Collin County Texas), school districts (Hillsborough County Public Schools Florida, Columbia County Georgia, Lowndes County Georgia), county property appraisers, and municipal governments. Maryland emerges as a heavy repeat buyer, using Master Contractor cooperative purchasing agreements and Small Business Reserve set-asides to acquire Dell equipment in frequent small-to-medium unit orders. Many procurements are restricted to authorized Dell or HP resellers holding current Master Contract status under state-level IT equipment frameworks, creating a gatekeeping requirement for vendors pursuing the work.

Recent activity spans multiple states and procurement types. Collin County Information Technology posted IFB 2026-390 on October 15, 2026, seeking Dell Platinum or Titanium level resellers for approximately 600 computers annually at an estimated contract value of $1.2 million with a firm-fixed markup model. Hillsborough County Public Schools in Florida issued RFP 26376RFQDST (due October 7, 2026) for 13,000 teacher Windows devices, 1,000 student Windows devices, and 2,500 student Chromebooks across a $34 million three-year initial term, with 29.41 percent federally funded. The Maryland Department of Information Technology dominates the low-volume end of the market, issuing dozens of small Purchase Order Request for Proposals under the 2015 Master Contract throughout September and October 2026, each targeting one to thirty units for departmental refreshes—many designated Small Business Reserve set-asides requiring certified small business Dell resellers. Columbia County Schools in Georgia solicited 30 gaming computers via RFP TC-10-22-2026 (due October 21, 2026) with specifications for Intel Core Ultra 7 270K processors and NVIDIA RTX graphics. California's cooperative purchasing program (CCPP XVI) posted framework solicitations for Dell, HP, Lenovo, Microsoft, LG, and ViewSonic products across July 29 through August 20, 2026. Geographic concentration in September–October 2026 activity includes Maryland (state refresh cycle), Florida (school districts), Georgia (counties and schools), Texas (limited rugged-device and inmate-system entries), and California (statewide cooperative framework). The code shows sustained demand from education and state government IT refresh cycles with strong vendor gatekeeping through master contracts and reseller authorization requirements.
