About this opportunity

The Maryland Department of Information Technology is soliciting proposals for 700 Dell laptops under FC0003747-DELL-FY27 Large Refresh Order #2, with questions due November 11, 2026 at 10:00 a.m. EST and proposals due November 16, 2026 at 10:00 a.m. EST. The procurement is a Small Business Reserve (SBR) set-aside limited to certified small business vendors meeting State Finance and Procurement Article, 14-501 through 14-505, Annotated Code of Maryland, and certified by the GOSBA Small Business Reserve Program. It is also limited to current Master Contractors under BPO # 060B5400007 under the Desktop, Laptop and Tablet 2015 Master Contract, who may submit a Letter of Authorization with their bids.

The order replaces antiquated systems used by a special unit with new, unused equipment. The PORFP references 16-inch laptops, Model SI# BMN272 or equivalent/updated specifications. The attached MSRP quote configures Dell Pro 3 16" laptops (Model P316260) with Intel Core Ultra 5 336H vPro processors, Windows 11 Pro, 16 GB DDR5 memory, 256 GB SSD storage, a WUXGA display, an IR-capable FHD camera, Wi-Fi 6E, and a palmrest fingerprint reader. The configuration includes ENERGY STAR and EPEAT Gold with Climate+ ratings, 3-year ProSupport Plus, 2-year extended battery service, ProDeploy client imaging, and factory-installed Windows 11 Enterprise with VLA software. Bidders must be authorized Dell resellers and provide a manufacturer or distributor Letter of Authorization upon request, along with an MSRP screenshot. A Mercury Affidavit is required if applicable.

Delivery is to the Department of Information Technology at 100 Community Place, Crownsville, Maryland 21032, directed to Karie Mitchell. Pricing must remain valid for at least 90 days after the bid due date. No restocking fees may be imposed for items returned due to damage or incorrect shipment. Invoices are due within 10 days of delivery to doitfiscal.invoiceservice@maryland.gov, with proof of delivery including serial numbers.

Award will go to the Master Contractor whose proposal the State determines most advantageous, considering price and technical criteria, including ability to provide the requested equipment, manufacturer authorization status, MSRP documentation, and the Mercury Affidavit.
