About this opportunity
Lincoln County, Georgia, through its Board of Commissioners, is soliciting sealed proposals for a turnkey Next Generation 911-capable Computer-Aided Dispatch system for its E911 Communications Center, with a mandatory pre-proposal conference on November 18, 2026 and proposals due December 30, 2026 at 2:00 p.m. ET. The solicitation carries no set-aside, preference, or cooperative-purchasing requirement.
The scope covers all hardware, software, licensing, implementation, testing, training, documentation, warranty, and ongoing maintenance for three dispatch positions and one management position. One-time costs cover CAD licensing for three dispatch positions and a director position, core servers, three dispatch workstations, the mapping/GIS component, and installation and configuration. Optional items priced separately include a GCIC interface, data conversion from the current Ryzyliant EZ911 system, and additional dispatcher positions. The new system must interface with the existing Motorola CallWorks ECW telephony environment, and no CAD connection to radio or recording systems exists today. The selected vendor must carry $1,000,000 comprehensive general liability and professional liability insurance and comply with federal work authorization requirements. Pricing must separate one-time implementation costs from annual maintenance and support across five years following system acceptance.
The contract term runs through implementation and the initial warranty period, with annual maintenance and support pricing required for Years 1 through 5 after acceptance. Evaluation weights technical compliance at 30%, total cost of ownership at 25%, vendor qualifications and references at 20%, implementation plan at 15%, and training and support approach at 10%.
Questions are due November 25, 2026 at 2:00 p.m. ET, with responses issued by December 7, 2026. Evaluation and vendor presentations are anticipated for February 1, 2027, contract award is set for February 9, 2027, and system go-live is targeted for June 30, 2027.
