About this opportunity
The Maryland Department of Information Technology (DoIT) is soliciting proposals under Purchase Order Request for Proposals FC0003791 for nine Dell Pro 3 16 laptops and nine Dell Pro Thunderbolt 4 Docks, identified as SDAT power user developer units. Written questions are due November 3, 2026 at 10:00 a.m. EST, and proposals are due November 6, 2026 at 10:00 a.m. EST. This is a Small Business Reserve (SBR) procurement that restricts award eligibility to certified small business vendors meeting State Finance and Procurement Article 14-501 through 14-505. Bidders must also be Master Contractors previously awarded contracts under the Desktop, Laptop and Tablet 2015 Master Contract (BPO #060B5400007).
Master Contractors must be authorized Dell resellers. Proposals must include screenshots of the manufacturer's suggested retail price (MSRP), estimated ship dates and lead times, and a Mercury Affidavit. Bidders may submit a Letter of Authorization from the manufacturer with their bid. Pricing must remain valid for at least 30 days after the proposal deadline.
The laptops are Dell Pro 3 16 units (Model P316260), configured identically across all units with an Intel Core Ultra 5 336H vPro processor, 32 GB DDR5 RAM, 1 TB SSD storage, a 16-inch WUXGA display, Windows 11 Pro with Copilot+ PC capability, and Intel Wi-Fi 6E connectivity. The quote documents reference ENERGY STAR qualification and EPEAT Gold with Climate+ certification. Docks are Dell Pro Thunderbolt 4 (Model WD25TB4).
Equipment must be new and unused. Delivery goes to DoIT at 100 Community Place, Crownsville, Maryland 21032, with Karie Mitchell as the on-site contact. Returns for damaged or incorrectly shipped equipment carry no restocking fee. Invoices are due within 10 days of delivery to doitfiscal.invoiceservice@maryland.gov and must include proof of delivery, equipment serial numbers, and supporting documentation.
Evaluation criteria prioritize the contractor's ability to provide the requested equipment and support services, manufacturer or distributor authorization documentation, MSRP verification, Mercury Affidavit compliance, and price competitiveness. DoIT will recommend the proposal it determines most advantageous to the State, considering both pricing and technical factors.
