About this opportunity
The Maryland Department of Information Technology is requesting proposals from Master Contractors for two Dell Pro Precision 5 16 laptops (Model PW516261) under Purchase Order Request for Proposals FC0003645, with proposals due October 26, 2026 at 10:00 a.m. and written questions due October 21, 2026 at 10:00 a.m. This is a Small Business Reserve (SBR) procurement, limiting eligibility to certified small business vendors meeting Maryland statutory requirements. Participation is further restricted to Master Contractors already awarded under the underlying Desktop, Laptop and Tablet 2015 Master Contract (BPO # 060B5400007).
The scope covers two identically configured Dell Pro Precision 5 16 laptops with Intel Core Ultra 7 366H vPro processors, 32GB LPCAMM2 memory, NVIDIA RTX PRO 1000 Blackwell graphics cards with 8GB GDDR7, 1TB Gen 4 SSD storage, Windows 11 Pro operating systems, 16-inch QHD+/WQXGA non-touch displays at 400 nits, dual cameras with facial recognition and presence detection, Intel BE211 wireless connectivity, vPro technology enablement, and 96Whr ExpressCharge batteries with three-year warranties. Both units must carry ENERGY STAR qualification and EPEAT Gold with Climate+ environmental certifications. Master Contractors must be authorized Dell resellers and provide a Letter of Authorization if requested, along with a screenshot of manufacturer's suggested retail price (MSRP) with their bid.
Place of performance and delivery is the Maryland Department of Information Technology, 100 Community Place, Crownsville, Maryland 21032. Award will be made to the Master Contractor whose proposal is determined most advantageous to the State, considering price and technical evaluation factors including ability to provide equipment and support services and manufacturer authorization status. Pricing must remain valid for at least 30 days after the due date; Master Contractors must provide estimated ship dates and lead times. Additional requirements include a Mercury Affidavit, proof of new and unused equipment, and prohibition of restocking fees for damaged or incorrectly shipped items. Invoices must be submitted within 10 days of delivery to doitfiscal.invoiceservice@maryland.gov with proof of delivery and equipment serial numbers. Primary contact: Keisha Clarke (410-697-9736); on-site delivery contact: Karie Mitchell (443-214-4862).
