About this opportunity

The City of Phoenix Finance Central Procurement Division is soliciting proposals for Unemployment Cost Management Services through a Request for Proposal (RFP) with solicitation number RFP GGS-25-0720. The procurement seeks a contractor to provide comprehensive unemployment cost management services for a five-year contract commencing on or about June 1, 2026. Required services include claims management, hearing representation, benefit charge audits, reporting, legislative updates, and training. Key deliverables will involve managing unemployment claims, conducting detailed audits, and providing ongoing guidance on unemployment-related matters. The solicitation timeline includes a non-mandatory pre-offer conference scheduled for April 29, 2025, at 2:00 pm via Microsoft Teams, with questions due by May 13, 2025, and proposal responses due on May 20, 2025, at 2:00 pm. The evaluation process will be conducted in two phases, with 750 points allocated to technical and qualitative aspects and 250 points for pricing, focusing on the contractor's experience, technical capabilities, and cost-effectiveness.

The procurement appears to have no specific set-aside designations, but vendors must be registered in the City's OpenGov Procurement Portal and procurePHX Self-Registration System. The RFP emphasizes strict confidentiality requirements and mandates background screening for contract workers. While no incumbent vendor is specifically identified, the solicitation includes Federal Transit Administration (FTA) certifications that may impact eligibility, particularly for contractors with potential tax liabilities or past felony convictions. Potential proposers must comply with various federal regulations, including debarment and suspension requirements, Buy America provisions, and disadvantaged business enterprise goals. Although a specific budget range is not explicitly stated, the comprehensive nature of the services and the five-year contract term suggest a substantial procurement opportunity for qualified unemployment cost management service providers.
