About this opportunity

The City of Phoenix Human Services Department is soliciting statements of qualifications under RFQu-26-0341-1 to establish a qualified vendor list for Housing Services covering property management, master leasing, and housing-based supportive services. The non-mandatory pre-offer conference is November 17, 2026 at 12:00 p.m. via WebEx, and offers are due December 28, 2026 at 5:00 p.m. through the City's Procurement Portal. No set-aside applies.

Offerors must be in operation for a minimum of five years and must demonstrate either five years' experience in multifamily property management, with a preference for demonstrated affordable housing experience, or five years' experience providing housing-based supportive services to persons experiencing homelessness. Offerors must demonstrate the ability to provide in-person services in Phoenix by October 1, 2026, and staff handling funds must comply with Arizona real estate licensing requirements. Scope covers services for persons experiencing or recently exiting homelessness in affordable housing facilities in Phoenix, including property management, master leasing administration, on-site housing-based support, case management, wraparound services, and landlord engagement. An authorized representative must sign a Sensitive Security Information acknowledgement under 49 CFR Parts 15 and 1520.

Evaluation totals 100 points, weighted on qualifications and experience, including Area Median Income applicant screening, execution and enforcement of HUD-approved leases, rent collection and delinquent account management, and housing-based support services. Responses are limited to 100 pages, including resumes, and must be submitted electronically. Successful respondents join a qualified vendor list with a five-year term following City Council approval and become eligible to bid on specific contracts the City solicits during that period, so this solicitation does not produce an immediate award. Reimbursement covers salaries, employee benefits, security services, case management, site operational expenses, and third-party contractor expenses, limited to allowable costs under 2 CFR Part 200. Contract values and terms are identified when individual contracts are solicited. Written inquiries are due December 1, 2026 at 5:00 p.m. Recommended awardees have fourteen calendar days from notification to submit proof of insurance.
