About this opportunity
Collier County's Procurement Services Division, on behalf of the Parks and Recreation Division, is soliciting proposals through an Invitation to Negotiate (ITN No. 25-8577) for concession services at Tigertail Beach, located at 490 Hernando Drive on Marco Island, Florida. The 3,100-linear-foot beach facility serves over 150,000 annual visitors and operates 365 days per year from 8:00 a.m. to sunset. Vendors may bid on one of three options: Option A for food and beverage sales operations only (360 square feet), Option B for beach rentals only (umbrellas, paddleboards, cabanas, and beach chairs; 120 square feet), or Option C for both services combined. The food concession area includes a partially covered deck seating area and storage with gas lines available, while the beach rental area consists of a 10-by-12-foot chickee hut with electricity. Proposers are responsible for providing their own kitchen equipment, refrigeration, and all beach rental equipment, and must comply with all Florida food safety, health, and licensing requirements. The contract term is three years with two one-year renewal options, with annual fees paid on a flat fee basis (not a percentage of revenues) in quarterly installments or monthly payments by the fifteenth of each month; the previous concessionaire paid approximately $3,800 monthly, but proposers must submit their proposed annual fees per square foot, with annual fees increasing by five percent each renewal year. A pre-proposal conference is scheduled for March 11, 2026, at 10:00 a.m. at the Procurement Services Division office in Naples, with proposals due by April 2, 2026, at 3:00 p.m. through the Collier County Procurement Services Division Online Bidding System. Evaluation criteria include vendor experience and qualifications (30 points), minority/women business enterprise certification (5 points), operational plans and menu variety (35 points), compliance with food safety and health regulations (20 points), and local vendor preference for businesses with a current Business Tax Receipt in Collier or Lee County (10 points).
This procurement does not contain specific set-asides for disadvantaged enterprises, though minority and women business enterprise (MWBE) certification is an evaluation criterion worth 5 points and local vendor preference status is available for qualifying businesses holding a current Business Tax Receipt in Collier or Lee County, earning up to 10 evaluation points. All proposers must be enrolled in the E-Verify employment eligibility verification system at the time of proposal submission and must comply with immigration and employment verification requirements under federal law and Florida Statutes 448.095. Vendors must maintain comprehensive insurance coverage including Workers' Compensation at statutory limits, Commercial General Liability at $1,000,000 single limit per occurrence with $2,000,000 aggregate, Automobile Liability at $300,000 each occurrence, and other specialized coverage as applicable; all certificates must name Collier County as an additional insured. Additionally, vendors must submit a bid bond equal to 5 percent of the cost proposal, and successful proposers must provide Performance and Payment Bonds written for 100 percent of the contract award amount. The previous concessionaire paid approximately $3,800 monthly on average; however, the exact award value will depend on the selected option and the fee per square foot proposed by the successful vendor, with the contract providing for flat annual fees rather than revenue-sharing arrangements.
