About this file
This is an interior photography attachment file supporting Collier County's Procurement Services Division Invitation to Negotiate (ITN No. 25-8577) for concession services at Tigertail Beach in Marco Island, Florida. The file contains eleven interior photograph identifiers (TC_00401, TC_00404, TC_00405, TC_00406, TC_00408, TC_00410, TC_00413, TC_00417, TC_00418, TC_00419, TC_00420) that document the existing concession facility conditions. Vendors may propose for one of three options: Option A for food and beverage operations only (360 square feet), Option B for beach rental equipment only (120 square feet), or Option C combining both services. The facility serves over 150,000 annual visitors and operates 365 days per year from 8:00 a.m. to sunset. A pre-proposal conference is scheduled for March 11, 2026, at 10:00 a.m. at the Collier County Procurement Services Division office in Naples, with proposals due by April 2, 2026, at 3:00 p.m. The contract term is three years with two one-year renewal options.
Pricing is structured as flat annual fees paid quarterly or monthly by the fifteenth, with the previous concessionaire paying approximately $3,800 monthly. Proposers must submit annual fees per square foot, with five percent increases required each renewal year. Vendors must provide their own kitchen equipment, refrigeration, and beach rental equipment while maintaining comprehensive insurance coverage, including Workers' Compensation at statutory limits, Commercial General Liability at $1,000,000 per occurrence/$2,000,000 aggregate, and Automobile Liability at $300,000 per occurrence. A bid bond equal to five percent of the cost proposal and Performance and Payment Bonds for 100 percent of the award amount are required. Evaluation criteria include vendor experience and qualifications (30 points), MWBE certification (5 points), operational plans and menu variety (35 points), food safety and health compliance (20 points), and local vendor preference for businesses with current Collier or Lee County Business Tax Receipts (10 points). All proposers must be enrolled in E-Verify and comply with federal employment eligibility verification requirements.
