About this file
This is an ordinance document from Marco Island, Florida, establishing regulations for concession services at Tigertail Beach. The ordinance, adopted by the City of Marco Island, provides the legal framework for the Collier County Parks and Recreation Division's solicitation of concession vendors for the beachfront facility located at 490 Hernando Drive. The ITN (Invitation to Negotiate) No. 25-8577 seeks qualified vendors to operate concession services at this 3,100-linear-foot beach that accommodates over 150,000 annual visitors operating 365 days per year from 8:00 a.m. to sunset. Vendors may propose for Option A (food and beverage sales only in 360 square feet), Option B (beach rentals only in 120 square feet), or Option C (combined services). A pre-proposal conference is scheduled for March 11, 2026, at 10:00 a.m., with proposals due by April 2, 2026, at 3:00 p.m. The contract term is three years with two one-year renewal options, with fees increasing by five percent annually during renewal periods.
Proposers must submit flat annual fees calculated per square foot rather than revenue-sharing arrangements, with the previous concessionaire paying approximately $3,800 monthly. Vendors are responsible for providing all equipment, kitchen apparatus, and beach rental items, and must comply with all Florida food safety, health, and licensing requirements. Evaluation criteria include vendor experience and qualifications (30 points), minority/women business enterprise certification (5 points), operational plans and menu variety (35 points), food safety and health compliance (20 points), and local vendor preference for businesses holding current Business Tax Receipts in Collier or Lee County (10 points). All proposers must be enrolled in E-Verify at submission and maintain comprehensive insurance including Workers' Compensation, Commercial General Liability at $1,000,000 single/$2,000,000 aggregate, and Automobile Liability at $300,000. A bid bond of five percent and Performance and Payment Bonds at 100 percent of the contract award are required.
