This is an Authorization to Advertise document issued by Collier County's Procurement Services Division on behalf of the Parks and Recreation Division for concession services at Tigertail Beach in Marco Island, Florida. The Invitation to Negotiate (ITN No. 25-8577) solicits proposals for three service options: Option A for food and beverage sales only, Option B for beach rentals (umbrellas, paddleboards, cabanas, and beach chairs) only, or Option C for both services combined. The 3,100-linear-foot beach facility serves over 150,000 annual visitors and operates 365 days per year from 8:00 a.m. to sunset. A pre-proposal conference is scheduled for March 11, 2026, at 10:00 a.m. at the Procurement Services Division office in Naples. Proposals are due by March 25, 2026, at 3:00 p.m. through the Collier County Procurement Services Division Online Bidding System. The contract term is three years with two one-year renewal options, with annual fees paid on a flat fee basis in quarterly or monthly installments by the fifteenth of each month.
Proposers must submit proposed annual fees per square foot, with annual fees increasing by five percent each renewal year; the previous concessionaire paid approximately $3,800 monthly. Evaluation criteria include vendor experience and qualifications (30 points), minority/women business enterprise certification (5 points), operational plans and menu variety (35 points), compliance with food safety and health regulations (20 points), and local vendor preference for businesses with a current Business Tax Receipt in Collier or Lee County (10 points). All proposers must be enrolled in E-Verify at the time of proposal submission and must maintain comprehensive insurance coverage including Workers' Compensation, Commercial General Liability at $1,000,000 single limit with $2,000,000 aggregate, and Automobile Liability at $300,000 each occurrence. Vendors must submit a bid bond equal to 5 percent of the cost proposal, and successful proposers must provide Performance and Payment Bonds written for 100 percent of the contract award amount. The procurement does not specify federal or state funding sources.
