About this file
This is an Authorization to Advertise form issued by Collier County's Procurement Services Division on behalf of the Parks and Recreation Division for Invitation to Negotiate (ITN) No. 25-8577 regarding concession services at Tigertail Beach in Marco Island, Florida. The solicitation seeks proposals for food and beverage operations, beach equipment rentals, or a combination of both services at the 3,100-linear-foot facility, which serves over 150,000 annual visitors and operates year-round from 8:00 a.m. to sunset. Vendors may select from three options: Option A for food and beverage sales in a 360-square-foot space, Option B for beach rentals including umbrellas, paddleboards, cabanas, and beach chairs in a 120-square-foot chickee hut, or Option C for combined services. A pre-proposal conference is scheduled for March 11, 2026, at 10:00 a.m., with proposals due by March 25, 2026, at 3:00 p.m. through the Collier County Procurement Services Division Online Bidding System. The contract term is three years with two one-year renewal options.
The concession agreement requires annual flat fees paid quarterly or monthly by the fifteenth, calculated on a per-square-foot basis with five-percent annual increases during renewal years; the previous concessionaire paid approximately $3,800 monthly. Vendors must submit a bid bond equal to five percent of their cost proposal and successful proposers must provide Performance and Payment Bonds at one hundred percent of the contract award amount. All proposers must be E-Verify enrolled and maintain comprehensive insurance coverage including Workers' Compensation at statutory limits, Commercial General Liability at $1,000,000 per occurrence with $2,000,000 aggregate, and Automobile Liability at $300,000 per occurrence. Evaluation criteria include vendor experience and qualifications (30 points), MWBE certification (5 points), operational plans and menu variety (35 points), compliance with food safety and health regulations (20 points), and local vendor preference for businesses holding a current Business Tax Receipt in Collier or Lee County (10 points). The document was signed on February 23, 2026, by authorized county personnel including the Procurement Director.
