About this file
This is an Authorization to Advertise document from Collier County's Procurement Services Division, authorizing the release of Invitation to Negotiate No. 25-8577 for Tigertail Beach Concession Services on behalf of the Parks and Recreation Division. The solicitation seeks proposals for concession operations at Tigertail Beach, a 3,100-linear-foot facility located at 490 Hernando Drive on Marco Island, Florida, serving over 150,000 annual visitors and operating 365 days per year from 8:00 a.m. to sunset. Vendors may propose for one of three options: Option A for food and beverage sales only (360 square feet), Option B for beach rentals only including umbrellas, paddleboards, cabanas, and beach chairs (120 square feet), or Option C combining both services. A pre-proposal conference is scheduled for March 11, 2026, at 10:00 a.m., with proposals due by March 25, 2026, at 3:00 p.m. The contract term is three years with two one-year renewal options. All vendors must provide their own kitchen equipment, refrigeration, and beach rental equipment and must comply with all Florida food safety, health, and licensing requirements.
The previous concessionaire paid approximately $3,800 monthly; however, proposers must submit annual fees on a flat-fee basis (not revenue-sharing) with payment in quarterly installments or monthly by the fifteenth of each month, with annual fees increasing by five percent upon each renewal year. Evaluation criteria include vendor experience and qualifications (30 points), minority and women business enterprise certification (5 points), operational plans and menu variety (35 points), compliance with food safety and health regulations (20 points), and local vendor preference for businesses holding a current Business Tax Receipt in Collier or Lee County (10 points). All proposers must be enrolled in the E-Verify employment eligibility verification system and maintain comprehensive insurance coverage including Workers' Compensation at statutory limits, Commercial General Liability at $1,000,000 single limit per occurrence with $2,000,000 aggregate, and Automobile Liability at $300,000 each occurrence. Successful proposers must provide a bid bond equal to 5 percent of the cost proposal and Performance and Payment Bonds for 100 percent of the contract award amount.
