About this file
This is a Marco Island Ordinance document (18-06) supporting an Invitation to Negotiate issued by Collier County's Procurement Services Division on behalf of the Parks and Recreation Division for concession services at Tigertail Beach, located at 490 Hernando Drive on Marco Island, Florida. The beach facility spans 3,100 linear feet and serves over 150,000 annual visitors annually, operating 365 days per year from 8:00 a.m. to sunset. Vendors may propose for Option A (food and beverage sales only in 360 square feet), Option B (beach rentals only in 120 square feet), or Option C (both services combined). The food concession area includes a partially covered deck with seating and storage with available gas lines, while the beach rental area consists of a 10-by-12-foot chickee hut with electricity. A pre-proposal conference is scheduled for March 11, 2026, at 10:00 a.m. at the Procurement Services Division office in Naples, with proposals due by April 2, 2026, at 3:00 p.m. through the Collier County Procurement Services Division Online Bidding System. The contract term is three years with two one-year renewal options.
Annual fees are paid on a flat fee basis in quarterly installments or monthly payments by the fifteenth of each month, with the previous concessionaire paying approximately $3,800 monthly; proposers must submit proposed annual fees per square foot, with annual fees increasing by five percent each renewal year. Vendors are responsible for providing their own kitchen equipment, refrigeration, and all beach rental equipment. Evaluation criteria include vendor experience and qualifications (30 points), minority/women business enterprise certification (5 points), operational plans and menu variety (35 points), compliance with food safety and health regulations (20 points), and local vendor preference for businesses with a current Business Tax Receipt in Collier or Lee County (10 points). All proposers must be enrolled in E-Verify at proposal submission and comply with federal immigration and employment verification requirements. Vendors must maintain comprehensive insurance coverage including Workers' Compensation at statutory limits, Commercial General Liability at $1,000,000 single limit per occurrence with $2,000,000 aggregate, Automobile Liability at $300,000 each occurrence, and must submit a bid bond equal to 5 percent of the cost proposal, with successful proposers providing Performance and Payment Bonds for 100 percent of the contract award amount.
