About this file
This document is a Marco Island Ordinance (18-06) attachment supporting a concession services solicitation issued by Collier County's Procurement Services Division on behalf of the Parks and Recreation Division for Tigertail Beach located at 490 Hernando Drive on Marco Island, Florida. The ITN (No. 25-8577) seeks proposals for concession services at this 3,100-linear-foot beach facility that serves over 150,000 annual visitors and operates 365 days per year from 8:00 a.m. to sunset. Vendors may bid on three options: Option A for food and beverage sales only (360 square feet), Option B for beach rentals only including umbrellas, paddleboards, cabanas, and beach chairs (120 square feet), or Option C combining both services. The food concession area includes a partially covered deck seating area and storage with gas lines available, while the beach rental area consists of a 10-by-12-foot chickee hut with electricity. A pre-proposal conference is scheduled for March 11, 2026, at 10:00 a.m. at the Procurement Services Division office in Naples, with proposals due by April 2, 2026, at 3:00 p.m. through the Collier County Procurement Services Division Online Bidding System. The contract term is three years with two one-year renewal options.
Vendors must submit proposed annual fees per square foot with flat fees paid in quarterly installments or monthly payments by the fifteenth of each month; the previous concessionaire paid approximately $3,800 monthly, with annual fees increasing by five percent each renewal year. Proposers are responsible for providing their own kitchen equipment, refrigeration, and all beach rental equipment, and must comply with all Florida food safety, health, and licensing requirements. Evaluation criteria include vendor experience and qualifications (30 points), minority/women business enterprise certification (5 points), operational plans and menu variety (35 points), compliance with food safety and health regulations (20 points), and local vendor preference for businesses with a current Business Tax Receipt in Collier or Lee County (10 points). All proposers must be enrolled in E-Verify at proposal submission and maintain comprehensive insurance coverage including Workers' Compensation at statutory limits, Commercial General Liability at $1,000,000 single limit per occurrence with $2,000,000 aggregate, and Automobile Liability at $300,000 each occurrence. Vendors must submit a bid bond equal to 5 percent of the cost proposal, and successful proposers must provide Performance and Payment Bonds for 100 percent of the contract award amount.
