The RFQ was released on October 27, 2025, with proposals due by November 17, 2025, at 4:30 pm, and includes a non-mandatory pre-proposal meeting on November 4, 2025. Evaluation criteria encompass six key areas: cost to the city (10 points), firm's experience and project team qualifications (30 points), references (15 points), understanding of scope of work (25 points), criminal history screening practices (5 points), and Small Local Business Enterprise (SLBE) participation (15 points).
The City intends to pre-qualify a minimum of three respondents, with a strong emphasis on Small Local Business Enterprise (SLBE) participation and diverse business opportunities. The procurement includes specific requirements for Diversity Management Initiative (DMI) documentation, with mandatory forms DMI-10 and DMI-20 detailing subcontractor solicitation and utilization. Proposers must complete comprehensive compliance documentation, including criminal history screening practices, conflict of interest disclosures, and affidavits verifying adherence to Florida statutory provisions. The contract will be structured as an all-inclusive unit price per hour model, with services spanning 520 hours for individual trade inspections and 4,200 total hours for single and multi-trade services. Compensation will be strictly based on the established unit price per hour, with no additional amounts permitted. The City reserves the right to award the contract based on experience, qualifications, location, and ability to perform, with a potential one-year contract term and options for three additional one-year renewals.
