About this file
This is a Public Record Declaration or Claim of Exemption form submitted by proposers to the City of Tampa in response to the Professional Building Plan Review & Inspections Services Request for Qualifications (RFQ). The City of Tampa is soliciting qualifications from licensed outside service providers to perform ongoing and as-needed plan review and construction inspection services for residential and commercial structures within city limits, including services for building, electrical, mechanical, and plumbing trade categories. The RFQ was released on October 27, 2025, with proposals due November 17, 2025, at 4:30 p.m., and includes a non-mandatory pre-proposal meeting on November 4, 2025. The City intends to pre-qualify a minimum of three respondents. The contract will be structured as an all-inclusive unit price per hour model with potential terms of one year plus three optional one-year renewals.
Proposers must complete this declaration to designate whether their submitted proposal qualifies for exemption from public disclosure under Florida public records law (Chapter 119, F.S.). Proposers may elect either complete public disclosure or claim exemption for specific proposal sections by citing applicable Florida statutory exemptions. Any proposer claiming exemption must agree to indemnify and defend the City of Tampa against all claims arising from public records requests, including investigation costs, attorney fees, court costs, expert witness fees, and appeals, at the proposer's sole expense. Evaluation criteria include cost to the city (10 points), firm experience and project team qualifications (30 points), references (15 points), understanding of scope of work (25 points), criminal history screening practices (5 points), and Small Local Business Enterprise participation (15 points). The procurement emphasizes SLBE participation and requires completion of Diversity Management Initiative forms DMI-10 and DMI-20.
