About this file

This is a Public Record Declaration or Claim of Exemption form issued by the City of Tampa for use by proposers responding to the Professional Building Plan Review & Inspections Services Request for Qualifications. The RFQ, released on October 27, 2025, seeks qualified, licensed outside service providers to perform ongoing and as-needed residential and commercial construction plan review and inspection services for single and multi-story structures within Tampa's incorporated area. Services encompass plan review and inspections for building, electrical, mechanical, and plumbing trade categories for building code enforcement purposes. The non-mandatory pre-proposal meeting is scheduled for November 4, 2025, with proposals due by November 17, 2025, at 4:30 pm. The City intends to pre-qualify a minimum of three eligible respondents based on experience, qualifications, location, and ability to perform. The contract term will be one year with options for three additional one-year renewals.

Compensation will be structured as all-inclusive unit price per hour with no additional amounts permitted beyond the established hourly rate. The City emphasizes Small Local Business Enterprise (SLBE) participation and requires mandatory Diversity Management Initiative documentation including forms DMI-10 and DMI-20 detailing subcontractor solicitation and utilization. Proposers must complete comprehensive compliance documentation including criminal history screening practices, conflict of interest disclosures, and affidavits verifying adherence to Florida Statutes 468, 471, and 481. The form itself requires proposers to designate whether their submission qualifies for exemption from Florida's public records disclosure law; proposers claiming exemption must agree to indemnify and defend the City of Tampa against all claims arising from inspection or copying requests, including payment of attorney fees, court costs, and expert witness fees.
