About this file
This is a Proposal Signature Form for the City of Tampa's Request for Qualifications (RFQ) for Professional Building Plan Review and Inspections Services. The RFQ seeks qualified, licensed service providers to perform ongoing and as-needed plan review and construction inspection services for residential and commercial structures within the City of Tampa's incorporated area, covering building, electrical, mechanical, and plumbing trade categories in accordance with Florida Statutes 468, 471, and 481. The RFQ was released on October 27, 2025, with proposals due by November 17, 2025, at 4:30 pm. A non-mandatory pre-proposal meeting is scheduled for November 4, 2025. The City intends to pre-qualify a minimum of three respondents and reserves the right to award based on experience, qualifications, location, and ability to perform. The resulting contract will have a one-year initial term with three additional one-year renewal options.
Compensation will be structured as an all-inclusive unit price per hour model with no additional amounts permitted beyond the established hourly rate. Services are projected at 520 hours for individual trade inspections and 4,200 total hours for single and multi-trade services. Evaluation criteria include cost to the city (10 points), firm experience and project team qualifications (30 points), references (15 points), understanding of scope of work (25 points), criminal history screening practices (5 points), and Small Local Business Enterprise (SLBE) participation (15 points). The procurement emphasizes SLBE participation and diverse business opportunities, with mandatory Diversity Management Initiative (DMI) documentation required, including forms DMI-10 and DMI-20 detailing subcontractor solicitation and utilization. Proposers must complete comprehensive compliance documentation, including criminal history screening practices, conflict of interest disclosures, and affidavits verifying adherence to Florida statutory provisions. The Proposal Signature Form requires authorized corporate officers to sign and affix the corporate seal, with evidence of authority required for signatories other than corporate officers.
