About this file

This is a Criminal History Screening Practices form for the City of Tampa's Request for Qualifications (RFQ) for Professional Building Plan Review & Inspections Services. The RFQ, released on October 27, 2025, seeks qualified licensed service providers to perform plan review and construction inspection services for residential and commercial structures within City of Tampa limits, covering building, electrical, mechanical, and plumbing trade categories in compliance with Florida Statutes 468, 471, and 481. Proposals are due November 17, 2025, at 4:30 pm, with a non-mandatory pre-proposal meeting scheduled for November 4, 2025. The City intends to pre-qualify a minimum of three respondents, with a potential contract term of one year plus three optional one-year renewals. Services are structured as all-inclusive unit pricing per hour, with 520 hours allocated for individual trade inspections and 4,200 total hours for single and multi-trade services.

The Criminal History Screening Practices form requires proposers to declare their compliance status with Section 2-284 regarding criminal history screening. Proposers may decline any discount or incentive, decline while noting similar practices to Chapter 12, Article VI of the City of Tampa Code of Ordinances, or apply for applicable discounts by providing supporting documentation including notarized employment analyses, estimates of disadvantaged workers hired or planned, evidence of non-discriminatory recruitment practices, and commitment to consider qualified disadvantaged workers for job placement. The RFQ evaluation criteria allocate five points to criminal history screening practices as part of a comprehensive 100-point scoring system that also includes cost (10 points), firm experience and qualifications (30 points), references (15 points), understanding of scope of work (25 points), and Small Local Business Enterprise (SLBE) participation (15 points). Compensation is strictly limited to the established unit price per hour with no additional amounts permitted.
