About this file
This is a criminal history screening practices form submitted by a proposer in response to the City of Tampa's Request for Qualifications (RFQ) for Professional Building Plan Review and Inspections Services. The RFQ, released on October 27, 2025, seeks licensed professional service providers to perform ongoing and as-needed plan review and inspection services for residential and commercial structures within the City of Tampa's incorporated area. Services encompass building, electrical, mechanical, and plumbing trade categories in accordance with Florida Statutes 468, 471, and 481. The RFQ deadline for proposal submission is November 17, 2025, at 4:30 pm, with a non-mandatory pre-proposal meeting scheduled for November 4, 2025. The City intends to pre-qualify a minimum of three respondents based on experience, qualifications, location, and ability to perform. The resulting contract will be structured as an all-inclusive unit price per hour model, with services spanning 520 hours for individual trade inspections and 4,200 total hours for single and multi-trade services, for a potential initial one-year term with three optional one-year renewals.
The form addresses criminal history screening practices as an evaluation criterion worth five points in the RFQ's scoring methodology. Proposers could elect to decline any discount or incentive related to Section 2-284 bidder's criminal history screening practices, decline while demonstrating comparable practices consistent with Chapter 12, Article VI of the City of Tampa Code of Ordinances, or apply for applicable discounts and incentives by providing specified documentation. Required documentation includes notarized past employment analysis detailing disadvantaged worker hiring history, estimates of disadvantaged workers to be hired or employed, evidence that recruitment literature and employment policies are not disadvantageous to disadvantaged workers, identification of potential job opportunities for disadvantaged workers, and commitment to consider at least one qualified disadvantaged worker for placement. The RFQ evaluation criteria also emphasize Small Local Business Enterprise (SLBE) participation, accounting for 15 points, with mandatory Diversity Management Initiative (DMI) documentation requirements. No compensation shall exceed the established unit price per hour, and the City reserves sole discretion in selecting qualified respondents.
