About this file

This is a Public Record Declaration or Claim of Exemption form required by the City of Tampa for proposers responding to the Professional Building Plan Review & Inspections Services Request for Qualifications (RFQ). The City of Tampa is seeking qualified, licensed service providers to perform ongoing and as-needed residential and commercial construction plan review and inspection services for building, electrical, mechanical, and plumbing trade categories within the city limits in compliance with Florida Statutes 468, 471, and 481. Services will address single and multi-story structures requiring permitting and building code enforcement. The RFQ was released on October 27, 2025, with proposals due by November 17, 2025, at 4:30 pm, and includes a non-mandatory pre-proposal meeting scheduled for November 4, 2025. The City intends to pre-qualify a minimum of three respondents based on experience, qualifications, location, and ability to perform. The contract will be structured as an all-inclusive unit price per hour model, with a potential one-year initial term and options for three additional one-year renewals.

This form requires proposers to declare whether any portion of their submitted proposal qualifies for exemption from Florida's public records disclosure requirements under Chapter 119 of the Florida Statutes. Proposers must execute either Section I, indicating no exemption applies, or Section II, designating specific exempt portions with corresponding statutory citations. Section II includes an indemnification agreement whereby proposers claiming exemptions agree to protect, defend, indemnify, and hold the City of Tampa, its officers, employees, and agents harmless from all claims arising from public records inspection or copying requests, including payment of all associated legal fees, court costs, and expert witness expenses through counsel selected by the City, regardless of claim validity.
