About this file

This is a Criminal History Screening Practices form for the City of Tampa's Professional Building Plan Review & Inspections Services Request for Qualifications. The form requires proposers to declare their position regarding criminal history screening practices and potential incentives available under Section 2-284 of City ordinances. Proposers may decline any discount or incentive related to criminal history screening, indicate that they maintain similar screening practices to those in Chapter 12, Article VI of the Tampa City Code, or apply for applicable discounts and incentives by providing supporting documentation. The RFQ was released on October 27, 2025, with proposals due by November 17, 2025, at 4:30 pm, and includes a non-mandatory pre-proposal meeting scheduled for November 4, 2025. The City intends to pre-qualify a minimum of three respondents to provide ongoing and as-needed building plan review and inspection services for residential and commercial structures within Tampa's city limits across building, electrical, mechanical, and plumbing trade categories. The potential contract term is one year with options for three additional one-year renewals.

Proposers applying for criminal history screening practice incentives must submit notarized past employment analysis documenting disadvantaged workers hired, estimates of disadvantaged workers to be hired if awarded, evidence that recruitment and employment materials contain no language disadvantageous to disadvantaged workers, identification of potential job opportunities for disadvantaged workers, and commitment to consider at least one qualified disadvantaged worker for employment. Alternatively, proposers may demonstrate that they currently employ a percentage of disadvantaged workers consistent with industry standards as determined by the City's soliciting department director. Criminal history screening practices account for 5 points of the total evaluation criteria, with the evaluation framework also assessing cost (10 points), firm experience and qualifications (30 points), references (15 points), understanding of scope of work (25 points), and Small Local Business Enterprise participation (15 points). Compensation will be structured as all-inclusive unit prices per hour with no additional amounts permitted beyond the established rate.
