About this file
This Proposal Signature Form is a compliance document for the City of Tampa's Request for Qualifications (RFQ) for Professional Building Plan Review and Inspections Services. Proposers must sign the form to confirm compliance with all RFQ package requirements, including the Communication Policy and City of Tampa Ethics Code outlined in the General Conditions section. The RFQ, released October 27, 2025, seeks qualified licensed service providers to perform ongoing and as-needed plan review and construction inspection services for residential and commercial structures within City of Tampa limits across building, electrical, mechanical, and plumbing trade categories. A non-mandatory pre-proposal meeting is scheduled for November 4, 2025, with proposals due November 17, 2025, at 4:30 pm. The City intends to pre-qualify a minimum of three respondents, with a potential contract term of one year plus three optional one-year renewals based on experience, qualifications, location, and ability to perform.
Compensation will be structured as all-inclusive unit price per hour with no additional amounts permitted beyond the established rate. Services are estimated at 520 hours for individual trade inspections and 4,200 total hours for single and multi-trade services. The evaluation criteria allocate points across six areas: cost to the city (10 points), firm experience and project team qualifications (30 points), references (15 points), understanding of scope of work (25 points), criminal history screening practices (5 points), and Small Local Business Enterprise (SLBE) participation (15 points). The procurement emphasizes SLBE participation through mandatory Diversity Management Initiative (DMI) documentation, including forms DMI-10 and DMI-20 detailing subcontractor solicitation and utilization. Proposers must submit comprehensive compliance documentation including criminal history screening practices, conflict of interest disclosures, and affidavits verifying adherence to applicable Florida statutory provisions, with corporate signatories required to provide corporate seal attestation by the corporate secretary.
