About this file

This is an Addendum #5 Revision to a Request for Qualifications (RFQ) issued by the City of Tampa, Development & Growth Management Department, for professional building plan review and construction inspection services. The City seeks licensed outside service providers to perform ongoing and as-needed residential and commercial construction plan review and inspection services for single and multi-story structures within Tampa's incorporated area, covering building, electrical, mechanical, and plumbing trade categories for building code enforcement purposes. The RFQ was released on October 27, 2025, with a non-mandatory pre-proposal meeting scheduled for November 4, 2025, at 10:30 a.m. at City of Tampa headquarters (2555 E. Hanna Avenue, Tampa, Florida 33610). Questions must be submitted by November 7, 2025, at 4:30 p.m., with proposals due by November 26, 2025, at 4:30 p.m. via electronic submission through the OpenGov Procurement portal. The City intends to pre-qualify a minimum of three respondents based on experience, qualifications, location, and ability to perform, with awards determined by the City's sole discretion.

Compensation shall be structured as an all-inclusive unit price per hour with no additional amounts permitted beyond the established hourly rates. Services are tiered by specialty, including single-discipline inspections (such as roofing) and plan review (new construction and commercial alterations). Evaluation criteria include cost to the City (10 points), firm's relevant experience and project team qualifications (30 points), references (15 points), proposer's understanding of scope of work (25 points), criminal history screening practices (5 points), and Small Local Business Enterprise (SLBE) participation (15 points). The RFQ requires completion of mandatory Diversity Management Initiative (DMI) forms (DMI-10 and DMI-20) for subcontractor solicitation and utilization, along with comprehensive compliance documentation including affidavits, criminal history screening practices disclosure, conflict of interest statements, and public record declarations. Electronic submissions are required through a free OpenGov Procurement account, with all required forms and documentation to be submitted separately from cost information. The contract term and renewal options are subject to the City's discretion based on performance and continued need.
