About this file
This is a Proposal Signature Form for the City of Tampa's Request for Qualifications (RFQ) for Professional Building Plan Review and Inspections Services. The City of Tampa is seeking qualified, licensed service providers to deliver ongoing and as-needed residential and commercial construction plan review and inspection services for structures requiring permitting within city limits. Services encompass building, electrical, mechanical, and plumbing trade categories for building code enforcement purposes. The RFQ was released on October 27, 2025, with proposals due November 17, 2025, at 4:30 pm. A non-mandatory pre-proposal meeting is scheduled for November 4, 2025. The City intends to pre-qualify a minimum of three respondents based on experience, qualifications, location, and ability to perform. The resulting contract will have an initial one-year term with options for three additional one-year renewals.
Compensation will be structured as an all-inclusive unit price per hour model with no additional amounts permitted beyond the established hourly rate. Services are projected at 520 hours for individual trade inspections and 4,200 total hours for single and multi-trade services. Evaluation criteria allocate 30 points to firm experience and project team qualifications, 25 points to understanding of scope of work, 15 points to references, 15 points to Small Local Business Enterprise (SLBE) participation, 10 points to cost, and 5 points to criminal history screening practices. The procurement mandates completion of Diversity Management Initiative (DMI) documentation, including forms DMI-10 and DMI-20, along with compliance documentation such as criminal history screening practices, conflict of interest disclosures, and affidavits verifying adherence to Florida Statutes 468, 471, and 481. Corporate proposers must be signed by authorized officers with corporate seals attested by the corporate secretary, or accompanied by evidence of authority if signed by non-officers.
