About this file

This is a Public Record Declaration or Claim of Exemption form required by the City of Tampa for proposers responding to the Professional Building Plan Review & Inspections Services Request for Qualifications. The RFQ seeks licensed outside service providers to perform ongoing and as-needed residential and commercial construction plan review and inspection services for building, electrical, mechanical, and plumbing trade categories within City of Tampa's incorporated area limits. Services will cover single and multi-story structures requiring permitting and building code enforcement. The RFQ was released on October 27, 2025, with proposals due by November 17, 2025, at 4:30 pm. A non-mandatory pre-proposal meeting is scheduled for November 4, 2025. The City intends to pre-qualify a minimum of three respondents and reserves the right to award based on experience, qualifications, location, and ability to perform. The contract term is one year with options for three additional one-year renewals.

Pricing will be structured as an all-inclusive unit price per hour model, with no additional compensation permitted beyond the established hourly rate. Services are estimated at 520 hours for individual trade inspections and 4,200 total hours for single and multi-trade services. The procurement emphasizes Small Local Business Enterprise (SLBE) participation and includes mandatory Diversity Management Initiative documentation. Proposers must complete compliance documentation including criminal history screening practices, conflict of interest disclosures, and affidavits verifying adherence to Florida statutory provisions. The declaration form requires proposers to designate whether any portion of their proposal qualifies for exemption from Florida public records disclosure law; if claiming exemption, the proposer must agree to indemnify and defend the City of Tampa against any claims arising from inspection or copying requests, including payment of all associated legal costs and expenses.
