About this file

This is a Conflict of Interest Disclosure Form for the City of Tampa related to a Request for Qualifications (RFQ) for Professional Building Plan Review and Inspections Services. The RFQ, released October 27, 2025, seeks qualified, licensed outside service providers to perform plan review and construction inspection services for residential and commercial structures within City of Tampa limits across building, electrical, mechanical, and plumbing trade categories. Services will be provided on an ongoing and as-needed basis for single and multi-story structures requiring permitting. Proposals are due November 17, 2025, at 4:30 pm, with a non-mandatory pre-proposal meeting scheduled for November 4, 2025. The City intends to pre-qualify a minimum of three respondents. The contract will be structured as an all-inclusive unit price per hour model, with services spanning 520 hours for individual trade inspections and 4,200 total hours for combined services. The initial contract term is one year with options for three additional one-year renewals.

All proposers must disclose any conflicts of interest involving elected or appointed City of Tampa officers, City employees, or their immediate family members or close personal relations who hold ownership, corporate officer, agent, employee, or stockholder positions in the proposer's business, or who possess a controlling financial interest (defined as ten percent or more ownership) in the firm. Evaluation criteria include cost (10 points), firm experience and project team qualifications (30 points), references (15 points), understanding of scope of work (25 points), criminal history screening practices (5 points), and Small Local Business Enterprise (SLBE) participation (15 points). The City requires comprehensive compliance documentation including conflict of interest disclosures, Diversity Management Initiative (DMI) forms, and affidavits verifying adherence to Florida Statutes 468, 471, and 481. Compensation will be strictly based on established unit price per hour with no additional amounts permitted.
