About this opportunity
Tualatin Valley Fire & Rescue (TVF&R) is seeking a legislative lobbying services consultant through a competitive Request for Proposal (RFP) process to complement its existing advocacy efforts with Bravio Communications. The primary objective is to strengthen TVF&R's legislative advocacy capacity by identifying and advancing strategic priorities within Oregon's state legislature. The selected consultant will be responsible for monitoring relevant legislation, building stakeholder relationships, meeting with key legislators and policy officials, and supporting the district's strategic objectives. A mandatory pre-proposal conference is scheduled for January 14, 2026, at 11:00 AM PT, with options for in-person and virtual attendance. Proposals must be submitted through the OregonBuys portal by March 20, 2026, at 4:00 PM PT. The evaluation criteria will assess proposer experience and qualifications (35 points), approach and understanding of services (35 points), key personnel (10 points), and pricing (20 points). Interviews are planned for April 23, 2026, with a Notice of Intent to Award expected on April 24, 2026.
The initial contract term will run for two years from May 1, 2026, through May 1, 2028, with potential annual renewal options. The annual budget for lobbying services is $60,000, with the consultant required to provide a detailed pricing schedule including hourly rates and personnel time allocations. The selected firm must register with the Oregon Government Ethics Commission and comply with all applicable lobbying laws and reporting requirements. Insurance requirements are comprehensive, including Commercial General Liability ($1,000,000 per occurrence), Commercial Automobile Liability ($1,000,000 per accident), Workers' Compensation, Umbrella Liability ($5,000,000 per occurrence), and Professional Liability ($1,000,000 per claim). All insurance must be placed through Oregon-admitted insurers with A.M. Best ratings of A-VII or better. TVF&R serves approximately 548,000 residents across a 390-square-mile service area in the Portland metropolitan region and funds its operations primarily through property tax revenue, including permanent tax rates and local option levies.
