This Request for Proposals (RFP) issued by Tualatin Valley Fire & Rescue (TVF&R) seeks a qualified lobbyist firm to provide legislative lobbying services to advance the district's strategic priorities in Oregon's state legislature. TVF&R, which serves approximately 548,000 residents across a 390-square-mile service area in the Portland metropolitan region, currently partners with Bravio Communications but requires additional lobbying resources to strengthen its advocacy capacity. The selected consultant will complement existing lobbying efforts and assist in developing and protecting TVF&R's strategic objectives while monitoring relevant legislation, identifying legislative opportunities, building stakeholder relationships, and meeting with key legislators and policy officials. A mandatory pre-proposal conference will be held on January 14, 2026, at 11:00 AM PT, available both in person at TVF&R's Command & Business Operations Center in Tigard, Oregon, and via Zoom. Proposals are due by March 20, 2026, at 4:00 PM PT through the OregonBuys portal, with interviews scheduled for April 23, 2026, and a Notice of Intent to Award expected April 24, 2026. The initial contract term shall run for two years from May 1, 2026, through May 1, 2028, with the option for annual renewal upon mutual agreement.
The annual budget for lobbying services is $60,000, with the consultant expected to provide a detailed pricing schedule including hourly rates and percentage of time allocation for all personnel assigned to the contract. The selected consultant must register with the Oregon Government Ethics Commission and comply with all applicable Oregon lobbying laws, registration requirements, and reporting obligations. Insurance requirements include Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Commercial Automobile Liability ($1,000,000 per accident), Workers' Compensation, Umbrella Liability ($5,000,000 per occurrence), and Professional Liability ($1,000,000 per claim), with all coverage placed through insurers admitted in Oregon with A.M. Best ratings of A-VII or better. The evaluation criteria prioritize proposer experience and qualifications (35 points), approach and understanding of services (35 points), key personnel (10 points), and pricing (20 points). TVF&R funds its operations almost entirely through property tax revenue, including permanent tax rates and temporary funding sources such as local option levies and general obligation bonds.
