Addenda 3 Summary

This is an addendum to a Request for Proposal issued by Tualatin Valley Fire & Rescue (TVF&R) for Legislative Lobbying Services (OREGONBUYS RFP NO. S-R34142-00015663). The addendum, dated January 30, 2026, establishes a critical prohibition: proposers are strictly prohibited from contacting Bravio Communications, and any proposer that has contacted Bravio will be disqualified from the procurement process. The addendum also incorporates the Pre-Submittal Meeting Minutes from January 21, 2026, which document discussions regarding TVF&R's lobbying objectives. The proposal due date remains March 20, 2026. The initial contract term will run for two years from May 1, 2026, through May 1, 2028, with potential annual renewal options. TVF&R seeks a second lobbying firm to complement its existing relationship with Bravio Communications and strengthen advocacy capacity for a 2027 long legislative session.

TVF&R's top five legislative priorities include sustainable funding mechanisms, land use, firefighter health and wellness, emergency medical response and transport, and annexations and consolidations. The district emphasizes the need for long-term, diversified, sustainable funding solutions beyond grant-based approaches and seeks to build coalition support through the Oregon Fire Chief Association (OFCA) and Oregon State Firefighters Council (OSFFC). The selected consultant will be responsible for bill tracking, reporting, strategic guidance, relationship building with legislators, and collaboration with existing stakeholders. The annual budget for lobbying services is $60,000, with the consultant required to register with the Oregon Government Ethics Commission and comply with all applicable lobbying laws and reporting requirements. Comprehensive insurance coverage is mandated, including Commercial General Liability ($1,000,000 per occurrence), Professional Liability ($1,000,000 per claim), and Umbrella Liability ($5,000,000 per occurrence).

Summary of Request:

The District’s funding is based on the millage rate, and unlike other districts, it does not have access to comparable tools for generating additional revenue. To address this, the District is seeking a team that can help raise awareness of the issue and take a more proactive, offensive strategy in policy and funding discussions.

The District currently works with Bravio Communications, which has supported TVF&R for 10 years and maintains strong connections in Salem. However, in preparation for the 2027 long legislative session, the

District wants to expand its capabilities with a larger, stronger team. The goal is to build broader relationships, stay better connected, and take a more assertive position on funding priorities. The District recognizes the need for additional lobbying support to move beyond a defensive posture.

TVF&R is specifically looking for guidance, expertise, strategic insights, and relationships that can keep TVF&R informed on relevant developments. TVF&R also wants support in developing concepts, receiving ongoing bill tracking and reporting, and collaborating with Bravio and other stakeholders to advance legislative concepts.

We work closely with the Oregon Fire Chief Association.

Questions and Answers;

1. Question: What specific priorities does TVF&R expect to advance in the legislative session. Is there anything specific or working on anything with Bravio Communications (Bravio)?

Answer: Yes, we continue to work with Bravio, but during our recent two-day leadership retreat to prepare for the 2027 long session, we identified our top five priorities. These include sustainable funding, land use, firefighter health and wellness, emergency medical response and transport, annexations and consolidations and exploring innovative approaches to fire and EMS response. At a high level, we need stronger funding tools, a larger team, and broader involvement to support these efforts.

2. Question: Does some funding availability include UASI and RDPO?

Answer: No, we do not view grants as a long-term solution for fire districts. We need diversified, sustainable funding options that remain viable, even if a levy fails; we are looking for a long-term strategy to achieve that.

3. Question: Do you want to pursue objectives that would benefit the entire state for fire services?

Answer: Yes, to benefit the entire Oregon fire service.

4. Question: Does this work include ambulance service?

Answer: Not necessarily. We are focusing on improving the fire service statewide. Significant challenges, especially in rural areas, require broader legislation that strengthens all fire services. We seek to build a strong coalition between Oregon Fire Chief Association (OFCA) and the Oregon State

Firefighters Council (OSFFC).

5. Question: Would the successful proposer be requested to write grant applications and identify grant opportunities?

Answer: Possibly. TVF&R has been successful with grants, but we need to look beyond grants to pursue structural funding tools that Oregon currently lacks. We want to identify new options, whether funded by the General Fund, federal sources, or fee-based models. We plan to work through the OFCA to explore these opportunities at both local and statewide levels. Our goal is to add sustainable funding tools that are not currently available to fire districts.

6. Question: Does the work funnel through The Office of Emergency Management Committees?

Answer: Not entirely; some efforts are supported, but not all. TVF&R helped advance initiatives with

OSFM, the Veterans Committee, and both the House and Senate, including work related to 988 and SB

454.
