About this opportunity
Harris County Precinct 2 is soliciting competitive bids through an Invitation to Bid (ITB) for Concrete Pavement Repair and Related Items in the South Zone (UPIN 26102QC0NU01), with bids due April 27, 2026. The procuring agency is Harris County Precinct 2, a jurisdiction within Harris County, Texas. The scope of work encompasses an on-call term contract for maintenance, concrete replacement, and repair services including concrete pavement, curbs, driveways, sidewalks, and related items; traffic calming devices such as speed humps, speed cushions, speed tables, and raised crosswalks; accessible route modifications; driveway and roadway paving; minor utility adjustments; drainage improvements; stormwater pollution prevention; and site restoration. Work will be issued on a work order authorization basis throughout a twelve-month contract term with up to four one-year renewal options at Harris County's discretion, with work performed between 7:00 a.m. and 7:00 p.m. and lane closures limited to 9:00 a.m. to 4:00 p.m., with at least one lane maintained open to traffic. Contractors must maintain at least 25 percent of work performed by the bidder and comply with the Texas Manual on Uniform Traffic Control Devices, prevailing wage requirements under Texas Government Code Chapter 2258 (with minimum prevailing wage rates ranging from $16.63 to $31.46 per hour depending on classification), Harris County's minimum wage policy of $21.65 per hour (whichever is greater), comprehensive safety requirements including OSHA 10 certification for manual workers and OSHA 30 certification for managers, and heat protection safety plans when temperatures reach 90 degrees. A pre-bid teleconference will be held April 15, 2026, at 10:00 a.m. CST, and written questions must be submitted through Bonfire prior to the established deadline. Evaluation criteria include responsive bid submission of all required documentation, compliance with M/WBE utilization goals, demonstration of safety certifications and compliance history, adequate insurance coverage, and unit pricing for all work items.
Harris County has implemented a Minority and Women-Owned Business Enterprise (M/WBE) participation goal for this project, requiring bidders to meet or exceed a specified M/WBE participation percentage or demonstrate good faith efforts if unable to achieve the goal, with M/WBE firms required to perform commercially useful functions and subcontract work counting only if performed by certified M/WBEs; eligible M/WBE certifications include those from the City of Houston, U.S. Small Business Administration 8(a) program, Texas Unified Certification Program (TUCP), National Minority Supplier Development Council (NMSDC), Houston Minority Supplier Development Council (HMSDC), Women's Business Enterprise National Council (WBENC), and Women's Business Enterprise Alliance (WBEA). Bidders must submit a 5 percent bid guaranty in the form of either an individual bid bond or cashier's check and, upon award, execute a performance and payment bond equal to 100 percent of the contract amount within ten days. Additional mandatory requirements include workers' compensation insurance at statutory limits; commercial general liability with combined single limits ranging from $1,000,000 to $2,000,000; business automobile liability; contractor's pollution liability; excess/umbrella liability coverage; and builder's risk insurance covering full replacement value, with all policies naming Harris County as additional insured. Contractors must comply with Harris County's Contractor and Worksite Safety Policies, including OSHA 10 and 30 certifications, no listing on OSHA's Severe Violator Enforcement Program within three years, no "Serious" OSHA citations within twenty-four months, and no "Willful or Repeated" citations within three years; safety record questionnaires must be submitted by all prime contractors and subcontractors prior to bid submission. No specific incumbent vendor or budget range is disclosed in the solicitation documents; however, the contract is structured as an on-call term contract with work orders issued at unit prices bid by the contractor, with the original contract price subject to adjustments not exceeding 25 percent increase or 18 percent decrease without contractor consent, and renewal year pricing adjusted using the Consumer Price Index for All Urban Consumers (CPI-U) for the Houston metropolitan area, capped at four percent annually or a negotiated lower percentage.
