About this file

This is a Heat Protection Safety Requirement Guidance document for the Concrete Pavement Repair and Related Items (South Zone) project for Harris County Precinct 2 in Texas (UPIN 26102QC0NU01). The document establishes mandatory safety provisions that all vendors must incorporate into their project Safety Plans to protect workers from weather-related hazards, including extreme heat, cold weather, and other adverse conditions. The guidance specifies that Prime Contractors must ensure worker safety from heat-related and cold-related illnesses throughout project execution and provide necessary accommodations during extended periods of adverse weather. When temperatures reach or exceed 90 degrees (including heat index), contractors must develop and implement a project-specific Heat Awareness Plan that includes provisions for worker acclimatization, water access, rest periods, and shade availability.

By submitting a bid and signing the Bid Acknowledgement, vendors acknowledge their understanding of and agreement to comply with all heat protection safety requirements outlined in this guidance. This requirement applies to all contractors and subcontractors working on the concrete pavement repair project and is a binding contractual obligation upon bid submission.
