About this file
This is a compliance and procedural guidance document issued by the Harris County Department of Economic Equity and Opportunity (DEEO) regarding M/WBE (Minority and Women-Owned Business Enterprise) trucking procedures for the Concrete Pavement Repair and Related Items contract (South Zone) for Harris County Precinct 2. The document serves as an infographic with presenter notes outlining the requirements and criteria for M/WBE trucking companies to perform commercially useful function (CUF) and receive M/WBE credit on Harris County contracts. The guidance addresses responsibility and management requirements, ownership and operation standards, exclusive use and control provisions for leased equipment, subcontracting arrangements, and documentation submittal procedures. Vendors utilizing trucking companies to meet M/WBE contract goals must submit their M/WBE Utilization Plan along with supporting documentation including the trucking firm's W-9, current and valid insurance documents, and proof of truck ownership and/or registration on the TxDOT website.
The compliance framework establishes that M/WBE trucking firms must be certified through one of Harris County's accepted certification programs and must perform at least 30 percent of subcontract work with their own forces while managing and supervising the entire trucking operation. M/WBE firms must own and operate at least one truck and employ at least one driver; independent contractors are not permitted for driver services. The document details credit calculations based on ownership configurations, including scenarios where M/WBE firms own trucks, lease trucks with exclusive use provisions, or lease trucks from non-M/WBE firms. DEEO offers courtesy utilization plan reviews with a deadline of five business days prior to solicitation closure. Vendors must provide completed and signed utilization plans, letters of intent, M/WBE certification copies, and good faith efforts documentation; only one submission per vendor per bid is permitted. Additional documentation will be requested post-award to verify CUF performance and determine contract goal credit allocation.
