About this opportunity
The City of Kingman, located in Mohave County, Arizona, is soliciting sealed bids through Invitation for Bids (IFB) 2026-IFB-003 for the construction of public roadway and drainage improvements for Flying Fortress Parkway Phase II. The project scope encompasses extensive civil infrastructure work including pavement installation with both Portland Cement Concrete Pavement (PCCP) and Asphalt Concrete (AC) options, concrete box culverts, drainage channels, retention basins, riprap and gabion construction, utility conduit installation, traffic control measures, pavement markings and signage, sidewalk and curb construction, and site preparation activities. Contractors must submit comprehensive bids addressing clearing and grubbing, structural excavation and backfill, channel excavation, subgrade preparation, concrete structures including wingwalls and headwalls, safety railings, and pavement markings. The project requires contractors to complete all work within a mandatory 150-calendar-day construction period (accounting for 15 rain days), with pre-cast box culvert deliveries scheduled from March 2026 through June 2026. Bidders must demonstrate previous acceptable experience in similar concrete roadway construction, submit contractor qualification statements, provide references and subcontractor lists, obtain an Arizona Registrar of Contractors (ROC) license for public roadway work, secure a City of Kingman business license where applicable, and furnish a statutory bid bond with notarized contract agreements for both pavement options. Evaluation criteria prioritize overall cost inclusive of taxes and the contractor's demonstrated ability to meet the 150-day construction schedule. A non-mandatory pre-bid meeting is scheduled for March 12, 2026, at 10:00 a.m. Arizona time with an online Zoom option. Written questions must be submitted through the OpenGov procurement portal by 10:00 a.m. Arizona time on Monday, March 16, 2026, and sealed bids are due electronically by 10:00 a.m. Arizona time on Tuesday, March 24, 2026, submitted exclusively through the City of Kingman's procurement portal at https://procurement.opengov.com/portal/cityofkingman.
No specific set-aside designations, disadvantaged enterprise restrictions, or incumbent vendor information are identified in the procurement documents. However, the contractor must perform at least 51 percent of the work with its own forces unless written approval for greater subcontracting is obtained from the City. Bidders are responsible for factoring Transaction Privilege Tax (TPT) into their overall pricing, with the City not being exempt from applicable taxes under Arizona Department of Revenue guidelines. The solicitation documents do not specify an overall project budget range or award value; instead, the contract will be awarded to the lowest responsible, responsive bidder meeting all prescribed requirements and qualifications. The project is subject to Arizona Pollutant Discharge Elimination System (AZPDES) requirements, making contractors responsible for environmental mitigation including invasive species prevention and stormwater pollution prevention planning. Failure to complete work within the 150-day contract period will result in liquidated damages as specified in the Maricopa Association of Governments (MAG) Section 108 standards. The successful contractor will not commence billable work until receiving a purchase order from the City of Kingman, with Project Manager Sabrina Hilton serving as the primary point of contact for this solicitation.
