About this file

This is a legal advertisement order confirmation from the Kingman Miner newspaper for the City of Kingman, Arizona, regarding Invitation for Bids (IFB) 2026-IFB-003 for construction of public roadway and drainage improvements for Flying Fortress Parkway Phase II. The advertisement was scheduled to run twice in the newspaper on March 4 and March 11, 2026. The solicitation seeks sealed bids from qualified contractors capable of performing comprehensive civil infrastructure work including pavement installation with both Portland Cement Concrete Pavement and Asphalt Concrete options, concrete box culverts, drainage channels, retention basins, riprap and gabion construction, utility conduit installation, traffic control, pavement markings, signage, sidewalk and curb construction, and site preparation. The project requires completion within a mandatory 150-calendar-day construction period with pre-cast box culvert deliveries scheduled from March 2026 through June 2026. A non-mandatory pre-bid meeting is scheduled for March 12, 2026, at 10:00 a.m. Arizona time with an online Zoom option. Written questions must be submitted through the OpenGov procurement portal by 10:00 a.m. Arizona time on Monday, March 16, 2026, and sealed bids are due electronically by 10:00 a.m. Arizona time on Tuesday, March 24, 2026, submitted exclusively through the City of Kingman's procurement portal.

Selection criteria prioritize overall cost inclusive of taxes and the contractor's demonstrated ability to meet the 150-day construction schedule. Bidders must demonstrate previous acceptable experience in similar concrete roadway construction, submit contractor qualification statements and references, obtain an Arizona Registrar of Contractors license for public roadway work, secure a City of Kingman business license where applicable, and furnish a statutory bid bond. Contractors must perform at least 51 percent of the work with their own forces unless written approval for greater subcontracting is obtained. Bidders are responsible for factoring Transaction Privilege Tax into their overall pricing, as the City is not exempt from applicable Arizona taxes. No specific project budget range or award value is identified; the contract will be awarded to the lowest responsible, responsive bidder. The project is subject to Arizona Pollutant Discharge Elimination System requirements, making contractors responsible for environmental mitigation including invasive species prevention and stormwater pollution prevention planning. Failure to complete work within the 150-day contract period will result in liquidated damages per Maricopa Association of Governments Section 108 standards. Sabrina Hilton serves as the Project Manager and primary point of contact.
