About this file
This document is a set of cross-sections prepared by AECOM for the City of Kingman, Arizona, supporting the Flying Fortress Parkway Phase II infrastructure project (IFB 2026-IFB-003). The cross-sections provide detailed engineering drawings showing the roadway and drainage design specifications for the project, which encompasses public roadway construction with both Portland Cement Concrete Pavement (PCCP) and Asphalt Concrete (AC) options, concrete box culverts, drainage channels, retention basins, riprap and gabion construction, and associated site improvements. The project requires completion within a mandatory 150-calendar-day construction period, with pre-cast box culvert deliveries scheduled between March 2026 and June 2026. A non-mandatory pre-bid meeting is scheduled for March 12, 2026, at 10:00 a.m. Arizona time with a Zoom option available. Written questions must be submitted through the OpenGov procurement portal by 10:00 a.m. Arizona time on Monday, March 16, 2026, and sealed bids are due electronically by 10:00 a.m. Arizona time on Tuesday, March 24, 2026, through the City of Kingman's procurement portal at https://procurement.opengov.com/portal/cityofkingman.
The 105-page cross-section document serves as a technical reference illustrating pavement structure layers, drainage infrastructure alignment, channel and basin configurations, and utility placement throughout the project corridor. Bidders must perform at least 51 percent of the work with their own forces unless written approval for greater subcontracting is obtained from the City. Contractors must factor Transaction Privilege Tax (TPT) into their overall pricing, as the City is not exempt from applicable Arizona taxes. Award will be made to the lowest responsible, responsive bidder meeting all prescribed requirements and qualifications. The project is subject to Arizona Pollutant Discharge Elimination System (AZPDES) requirements, with contractors responsible for environmental mitigation including invasive species prevention and stormwater pollution prevention planning. Failure to complete work within the 150-day contract period will result in liquidated damages as specified in Maricopa Association of Governments Section 108 standards.
