About this file
This is a Pre-Bid Attendees list for the City of Kingman, Arizona's Invitation for Bids (IFB) 2026-IFB-003 for the Flying Fortress Parkway Phase II project. The project encompasses construction of public roadway and drainage improvements including pavement installation with Portland Cement Concrete Pavement (PCCP) and Asphalt Concrete (AC) options, concrete box culverts, drainage channels, retention basins, riprap and gabion construction, utility conduit installation, traffic control measures, pavement markings, signage, sidewalk and curb construction, and site preparation. The non-mandatory pre-bid meeting was scheduled for March 12, 2026, at 10:00 a.m. Arizona time with an online Zoom option. Twenty individuals representing various contracting and engineering firms attended the meeting, including representatives from MJB Power, FN Finance, Fann Contracting, AECOM, Pulice Corporation, ADS Pipe, Superior Underground Services, Rinker Pipe, Watershed Geo, Perco Rock, The Big Horn Group, Dibble Corporation, and Local 872. Written questions must be submitted through the OpenGov procurement portal by 10:00 a.m. Arizona time on Monday, March 16, 2026, with sealed bids due electronically by 10:00 a.m. Arizona time on Tuesday, March 24, 2026.
The project requires a mandatory 150-calendar-day construction period accounting for 15 rain days, with pre-cast box culvert deliveries scheduled from March 2026 through June 2026. Award will be made to the lowest responsible, responsive bidder meeting all prescribed requirements and qualifications, with evaluation criteria prioritizing overall cost inclusive of taxes and the contractor's demonstrated ability to meet the construction schedule. Contractors must obtain an Arizona Registrar of Contractors (ROC) license for public roadway work, secure a City of Kingman business license where applicable, furnish a statutory bid bond with notarized contract agreements for both pavement options, and perform at least 51 percent of the work with their own forces unless written approval for greater subcontracting is obtained from the City. Bidders are responsible for factoring Transaction Privilege Tax (TPT) into their overall pricing, and the contract will not commence billable work until receiving a purchase order from the City of Kingman. No specific project budget range or award value is provided. The successful contractor will be subject to Arizona Pollutant Discharge Elimination System (AZPDES) requirements and failure to complete work within the 150-day contract period will result in liquidated damages as specified in the Maricopa Association of Governments (MAG) Section 108 standards.
