Technical Specifications Summary

This is a technical specifications document for the City of Kingman, Arizona, detailing the construction requirements for the Flying Fortress Parkway Phase II roadway and drainage improvements project (ENG25-0079). The project encompasses approximately 150 calendar days of construction work and includes comprehensive civil infrastructure including pavement installation with dual options (Portland Cement Concrete Pavement or Asphalt Concrete), concrete box culverts, drainage channels, retention basins, riprac and gabion construction, utility conduit installation, traffic control measures, pavement markings, signage, sidewalk and curb construction, and site preparation. The specifications reference multiple standards including MAG Uniform Standard Specifications, ADOT standards, MUTCD traffic control guidelines, and Arizona Department of Transportation standards. A non-mandatory pre-bid meeting is scheduled for March 12, 2026, with written questions due by March 16, 2026, and sealed bids due electronically by 10:00 a.m. Arizona time on March 24, 2026, through the City of Kingman's OpenGov procurement portal. Pre-cast box culvert sections are scheduled for delivery between March and June 2026, with specific delivery windows provided for various culvert sizes at different project locations.

Bidders must submit bids for both pavement section alternates (10" PCCP on 4" AB and 7.5" AC on 4" AB), with the City selecting its preferred option based on overall cost and funding availability. The contractor must perform at least 51 percent of the work with its own forces unless written approval is obtained from the City Engineer for greater subcontracting. The apparent low bidder for the PCCP alternate must demonstrate previous acceptable experience in similar concrete roadway construction within three business days of bid opening. All costs including Transaction Privilege Tax, mobilization, quality control sampling and testing, AZPDES compliance, and environmental mitigation must be included in unit prices, with no separate payment for items such as pre-construction photographs, sawcutting, or unsuitable material removal. Failure to complete work within the 150-calendar-day contract period (accounting for 15 rain days) will result in liquidated damages as specified in MAG Section 108, Table 108-1. The contractor must obtain an Arizona Registrar of Contractors license and a City of Kingman business license where applicable, and furnish a statutory bid bond with notarized contract agreements for both pavement options.

301.01000 Subgrade Preparation and 8” Scarification

This item shall include furnishing all labor, equipment and materials necessary for subgrade preparation in accordance with MAG Standard Specification Section 301 and per the typical sections in the project plans.

Work under this section shall include preparation of the subgrade in areas of new construction prior to the placement of sub-base material, pavement, curb and gutter, sidewalk, curb returns and driveways. All traveled areas shall be compacted to a minimum of 95% at the optimum moisture content. When backfilling, sufficient amounts of water shall be added to achieve a consistent moisture content of +/- 2% of optimum to achieve required compaction.

There is a stockpile of roughly 90,000 cubic yards of material that was excavated from the adjacent ADOT

I-40 TI project, which is located within the City’s Flying Fortress Parkway right-of-way. This material is available to the contractor at no cost.

Earthwork for the project shall include, but not limited to, all grading, drainage swales, compaction, details, permits and approvals, labor, materials, and equipment, in accordance with MAG Standard Specification

Section 205, Section 211, and per the project plans.

Scarification: Geotechnical investigations have found that the existing materials below the natural ground surface within the roadway improvement limits do not have the appropriate in-situ density to sustain the roadway embankment loads, or included voids during the geotechnical testing that must be scarified. For the full width of the roadway improvements, the upper 8 inches of soils below the new roadway embankments, pavements, culverts and box culvert shall be scarified and recompacted as shown in the

Table 1 – Compaction Requirements below.

Table 1 – Compaction Requirements

Description Percent Compaction per

ASTM D698

Moisture Content

Aggregate Base Course (ABC) 100 percent ±2 percent of optimum

Roadway Subgrade Below ABC 95 percent ±2 percent of optimum

Headwall Foundations and

Culverts

95 percent ±2 percent of optimum

Site Preparation: Prior to placing any fill, pavement, or flatwork, the following guidelines shall be followed:

Obstructions that extend below finished grade, if any, shall be removed and the resulting holes filled with compacted soil

After stripping, clearing, grubbing, and root raking is performed and prior to placement of any fill soils, the exposed subgrade shall be evaluated by proof-rolling. Any soft or weak areas observed during the proof-rolling process shall be removed and replaced with compacted material as shown in Table 1 above.

Proof-rolling shall be accomplished with a pneumatic-tired roller, a loaded dump truck, or similar equipment weighing approximately 20 tons and observed by the Engineer.

Due to the clayey and silty nature of the surficial soils at some locations along the alignment, traffic of heavy equipment (including heavy compaction equipment) may create pumping and general deterioration of shallow soils.

Unsuitable Material: Material shall be considered unsuitable for fill, subgrade, shoulders, and other uses if it contains organic matter, soft spongy earth, or other matter of such nature that compaction to the specified density is unobtainable. Material that is unsuitable for the intended use, shall be excavated and removed from the site or otherwise disposed of as directed by the Engineer. No direct payment will be made for the removal and disposal of unsuitable material described above, the costs being considered included in other items of work.

Roadway Excavation: shall not be paid for separately. All roadway excavation shall be included in the

Subgrade Preparation bid item and shall include all earthwork related labor, materials, and equipment.

Roadway Embankment/Fill or Imported Borrow: shall not be paid for separately. All roadway embankment/fill or imported borrow shall be included in the Subgrade Preparation bid item and shall include all earthwork related labor, materials, and equipment.

Fill shall generally be placed in 8-inch thick loose lifts such that each lift is firm and non- yielding under the weight of construction equipment.

If imported fill is required, it shall be examined by a Soils Engineer to ensure that it is of low swell potential and free of organic or otherwise deleterious material. In general, the fill shall have 100 percent passing the

3-inch sieve and a combination of percent passing the 200 sieve and plasticity index that would result in a correlated R-value (per ADOT method) of equal to, or better than the 43 value used for the pavement design on this project. It shall exhibit less than 1.5 percent swell potential when compacted to 95 percent of maximum dry density (ASTM D- 698) at a moisture content of ±2 percent below optimum, confined under a 100 psf surcharge, and inundated.

Earthwork Factors: The earthwork calculations and quantities shown in the project plans used 15 percent shrinkage for on-site excavated materials.

It is the contractor’s responsibility to determine the extent of earthwork to be accomplished, including excavation, borrow, fill construction, shrink / swell, removal, disposal, and replacement of unsuitable material. No additional compensation shall be made for errors or omissions related to the amount of earthwork required. Excess material suitable for use as roadway embankment shall be used to widen roadway embankment along Flying Fortress Parkway and Airway Avenue and at the Flying Fortress

Parkway / Airway Avenue intersection, as shown on the project plans and as specified in these technical specifications. It is the contractor’s responsibility to dispose of unsuitable material at an appropriate off-site location approved by the Engineer in accordance with City, State, and Federal regulations. If excess material volume is inadequate to widen embankments to their ultimate width on all four legs of the intersection, embankments shall be completed in the following priority order or as directed by the

Engineer:

1. South leg

2. West leg

3. North leg

4. East leg

Payment for Subgrade Preparation shall be per square yard (SY), including scarification, according to the bid schedule for all work complete and in place.
