About this file
This is a shop drawing document for precast concrete box culverts prepared by Rinker's for the City of Kingman's Flying Fortress Parkway Phase II project (IFB 2026-IFB-003). The document provides detailed technical specifications and dimensional drawings for the precast box culverts that will be incorporated into the public roadway and drainage improvements. The project encompasses civil infrastructure work including pavement installation, concrete box culverts, drainage channels, retention basins, riprap and gabion construction, utility conduit installation, traffic control, pavement markings, signage, sidewalk and curb construction, and site preparation. Precast box culvert deliveries are scheduled between March 2026 and June 2026, with all construction work required to be completed within a mandatory 150-calendar-day construction period accounting for 15 rain days. A non-mandatory pre-bid meeting is scheduled for March 12, 2026, at 10:00 a.m. Arizona time with a Zoom option. Written questions must be submitted by 10:00 a.m. Arizona time on Monday, March 16, 2026, and sealed bids are due electronically by 10:00 a.m. Arizona time on Tuesday, March 24, 2026, through the City of Kingman's OpenGov procurement portal.
The contract will be awarded to the lowest responsible, responsive bidder meeting all prescribed requirements and qualifications, with no specific budget range or award value disclosed in the solicitation documents. Bidders must factor Transaction Privilege Tax (TPT) into their overall pricing, as the City is not exempt from applicable Arizona taxes. No set-aside designations or disadvantaged enterprise restrictions apply to this procurement. Contractors must perform at least 51 percent of the work with their own forces unless written City approval is obtained for greater subcontracting. Contractors must obtain an Arizona Registrar of Contractors (ROC) license for public roadway work, secure a City of Kingman business license where applicable, furnish a statutory bid bond with notarized contract agreements, and provide evidence of previous acceptable experience in similar concrete roadway construction. Failure to complete work within the 150-day contract period will result in liquidated damages per Maricopa Association of Governments (MAG) Section 108 standards. The project is subject to Arizona Pollutant Discharge Elimination System (AZPDES) requirements, making contractors responsible for environmental mitigation. Billable work will not commence until the contractor receives a purchase order from the City, with Sabrina Hilton serving as Project Manager.
