About this file
This is an Invitation for Bids (IFB) document from the City of Kingman, Arizona for public roadway and drainage improvements associated with the Flying Fortress Parkway Phase II project (IFB 2026-IFB-003). The project scope encompasses extensive civil infrastructure work including Portland Cement Concrete Pavement (PCCP) and Asphalt Concrete (AC) pavement installation, concrete box culverts, drainage channels, retention basins, riprap and gabion construction, utility conduit installation, traffic control measures, pavement markings and signage, sidewalk and curb construction, and site preparation activities. The contractor must complete all work within a mandatory 150-calendar-day construction period, accounting for 15 rain days, with pre-cast box culvert deliveries scheduled from March 2026 through June 2026. A non-mandatory pre-bid meeting is scheduled for March 12, 2026, at 10:00 a.m. Arizona time with an online Zoom option. Written questions must be submitted through the OpenGov procurement portal by 10:00 a.m. Arizona time on Monday, March 16, 2026, and sealed bids are due electronically by 10:00 a.m. Arizona time on Tuesday, March 24, 2026, submitted exclusively through the City of Kingman's procurement portal at https://procurement.opengov.com/portal/cityofkingman.
Evaluation criteria prioritize overall cost inclusive of Transaction Privilege Tax (TPT) and the contractor's demonstrated ability to meet the 150-day construction schedule. No specific budget range or award value is disclosed; the contract will be awarded to the lowest responsible, responsive bidder meeting all prescribed requirements and qualifications. Contractors must perform at least 51 percent of the work with their own forces unless written approval for greater subcontracting is obtained from the City. Bidders must demonstrate previous acceptable experience in similar concrete roadway construction, obtain an Arizona Registrar of Contractors (ROC) license for public roadway work, secure a City of Kingman business license where applicable, furnish a statutory bid bond with notarized contract agreements for both pavement options, and provide contractor qualification statements, references, and subcontractor lists. Failure to complete work within the 150-day contract period will result in liquidated damages as specified in MAG Section 108 standards. The project is subject to Arizona Pollutant Discharge Elimination System (AZPDES) requirements, making contractors responsible for environmental mitigation including invasive species prevention and stormwater pollution prevention planning. The successful contractor will not commence billable work until receiving a purchase order from the City, with Project Manager Sabrina Hilton serving as the primary point of contact.
