About this file
This is a legal advertisement order confirmation from the Kingman Miner newspaper for the City of Kingman, Arizona, published in conjunction with Invitation for Bids (IFB) 2026-IFB-003 for the Flying Fortress Parkway Phase II construction project. The advertisement was ordered to run twice in the newspaper on March 4, 2026, and March 11, 2026. The City of Kingman is soliciting sealed bids for construction of public roadway and drainage improvements including pavement installation, concrete box culverts, drainage channels, retention basins, utility conduit installation, traffic control measures, and sidewalk construction. The mandatory construction period is 150 calendar days, accounting for 15 rain days, with pre-cast box culvert deliveries scheduled from March 2026 through June 2026. A non-mandatory pre-bid meeting is scheduled for March 12, 2026, at 10:00 a.m. Arizona time with an online Zoom option. Written questions must be submitted through the OpenGov procurement portal by 10:00 a.m. Arizona time on Monday, March 16, 2026. Sealed bids are due electronically by 10:00 a.m. Arizona time on Tuesday, March 24, 2026, through the City of Kingman's procurement portal at https://procurement.opengov.com/portal/cityofkingman.
Bidders must demonstrate previous acceptable experience in similar concrete roadway construction, obtain an Arizona Registrar of Contractors (ROC) license for public roadway work, secure a City of Kingman business license where applicable, and furnish a statutory bid bond. Contractors must perform at least 51 percent of the work with their own forces unless written approval for greater subcontracting is obtained from the City. Bidders are responsible for factoring Transaction Privilege Tax (TPT) into their overall pricing, with the City not being exempt from applicable taxes. The contract will be awarded to the lowest responsible, responsive bidder meeting all prescribed requirements and qualifications, with no specific project budget range or award value disclosed in the solicitation documents. The project is subject to Arizona Pollutant Discharge Elimination System (AZPDES) requirements, and failure to complete work within the 150-day contract period will result in liquidated damages as specified in the Maricopa Association of Governments (MAG) Section 108 standards. The successful contractor will not commence billable work until receiving a purchase order from the City of Kingman, with Project Manager Sabrina Hilton serving as the primary point of contact.
