About this file
This is a design drawing from the City of Kingman Public Works Department related to the Flying Fortress Parkway Phase II construction project. The document, identified as Sheet 22 of 32, depicts channel details for the Airway Avenue Extension portion of the project and serves as a technical reference document supporting the invitation for bids (IFB 2026-IFB-003). The Flying Fortress Parkway Phase II project encompasses construction of public roadway and drainage improvements, including Portland Cement Concrete Pavement (PCCP) and Asphalt Concrete (AC) installation, concrete box culverts, drainage channels, retention basins, riprap and gabion construction, utility conduit installation, traffic control measures, pavement markings and signage, sidewalk and curb construction, and site preparation activities. A non-mandatory pre-bid meeting is scheduled for March 12, 2026, at 10:00 a.m. Arizona time with a Zoom option available. Written questions must be submitted through the OpenGov procurement portal by 10:00 a.m. Arizona time on Monday, March 16, 2026, and sealed bids are due electronically by 10:00 a.m. Arizona time on Tuesday, March 24, 2026. The project requires completion within a mandatory 150-calendar-day construction period, accounting for 15 rain days, with pre-cast box culvert deliveries scheduled from March 2026 through June 2026.
Evaluation of bids will prioritize overall cost inclusive of taxes and the contractor's demonstrated ability to meet the 150-day construction schedule. Bidders must obtain an Arizona Registrar of Contractors (ROC) license for public roadway work, secure a City of Kingman business license where applicable, provide a statutory bid bond with notarized contract agreements, and demonstrate previous acceptable experience in similar concrete roadway construction. Contractors must perform at least 51 percent of the work with their own forces unless written approval for greater subcontracting is obtained from the City. Bidders are responsible for factoring Transaction Privilege Tax (TPT) into their overall pricing. No specific project budget range or award value is identified in the solicitation documents; rather, the contract will be awarded to the lowest responsible, responsive bidder meeting all prescribed requirements. The project is subject to Arizona Pollutant Discharge Elimination System (AZPDES) requirements, making contractors responsible for environmental mitigation including invasive species prevention and stormwater pollution prevention planning. Failure to complete work within the 150-day contract period will result in liquidated damages as specified in Maricopa Association of Governments (MAG) Section 108 standards. Sabrina Hilton serves as the Project Manager and primary point of contact for this solicitation.
