About this opportunity
The City of Madison Engineering Division has issued Request for Proposals (RFP) #9296 seeking qualified environmental consulting firms to provide comprehensive environmental site assessment services on an as-needed basis. The contract will cover environmental assessments for properties owned by or being considered for purchase by the City, as well as assessments in rights of way during construction activities. Specific services include Phase 1 and Phase 2 Environmental Site Assessments, Hazardous Materials Assessments, soil boring investigations, groundwater sampling, and construction oversight of contaminated soil and groundwater management. Proposals will be evaluated based on qualifications and technical experience (65%), cost proposal (30%), and local preference (5%), with only Wisconsin Department of Natural Resources-certified laboratories permitted for specified analyses. The RFP was issued on February 2, 2023, with questions due by February 16, 2023, answers posted by February 20, 2023, and proposals due by February 27, 2023, at 12:00 PM. The contract period will be one year, with the City's option to renew for two additional one-year periods.
The RFP includes provisions for local vendor preference for businesses registered with the City of Madison and located in Dane County. Contractors employing 15 or more employees with $50,000 or more in aggregate annual business with the City must comply with affirmative action requirements. Required insurance includes Commercial General Liability of $1,000,000 per occurrence, Business Automobile Liability of $1,000,000, statutory Workers' Compensation, and Professional Liability of $1,000,000 with six-year tail coverage. The estimated annual contract value per firm ranges between $50,000 and $150,000, with no minimum guaranteed. The current incumbent contractors are TRC Environmental Corporation and SCS Engineers, who were awarded contracts from a previous solicitation in February 2020. The City anticipates selecting two to three qualified vendors, with example project budgets ranging from approximately $3,200 for a Phase 1 ESA to $39,000 for more complex investigation work involving soil borings and sampling.
Opportunity text
The City of Madison Engineering Division requests proposals from qualified and experienced environmental consulting firms to provide environmental site assessment services to the City. Assessments may be conducted on land owned or being considered for purchase by the City of Madison or in the right of way during construction activities.
Because this is an umbrella contract in which selected firms will work on an as-needed basis, a specific scope of work is not outlined in this document. Once a City department or agency recognizes a need to contract environmental services, that entity will define the scope of services and request one or more firms prepare a site- specific work plan and cost estimate, with a "not to exceed dollar amount", prior to initiating on-site activities.
