About this file
This is a technical proposal submitted by SCS Engineers in response to Request for Proposal #8914-0-2020-BG issued by the City of Madison Engineering Division for environmental consulting services. The proposal was submitted on February 14, 2020, to provide environmental site assessment services on an as-needed basis for properties owned or being considered for purchase by the City of Madison, as well as in the right-of-way during construction activities. The City of Madison established this as an umbrella contract whereby selected firms would work on a project-by-project basis with site-specific scopes of work and cost estimates to be defined by requesting City departments or agencies prior to initiating on-site activities. No specific scope of work, quantities, or project timelines were outlined in the initial RFP, as the contract was designed to address environmental needs on an ongoing, contingent basis rather than for a defined single project.
SCS Engineers, a 900-employee environmental engineering firm founded in 1970 with offices nationwide, positioned itself as the qualified contractor for this work through its Madison-based office of 50 professionals and support staff, including expertise in brownfield redevelopment, environmental due diligence, site investigation, and remediation. The firm provided comprehensive cost proposals for four example scenarios: Phase 1 Environmental Site Assessments, WisDOT Hazardous Material Assessments, Phase 2 ESAs, and right-of-way construction oversight, along with detailed hourly rate schedules for various personnel types. SCS emphasized its 24+ years of experience working with City of Madison staff, established relationships with Wisconsin Department of Natural Resources managers, and successful completion of over 350 Phase 1 and Phase 2 assessments, 50 brownfield redevelopment projects, and numerous other environmental projects since its 2011 merger with the local firm BT Squared. The proposal included references from five current clients—Madison Gas & Electric Company, Wisconsin Department of Natural Resources, Inventure Capital LLC, McGrath Property Group, and Stone House Development Inc.—with contract values ranging from approximately $37,000 to over $300,000 annually for ongoing services.

EXECUTIVE SUMMARY
Firm History and Background SCS Engineers (SCS) is an environmental engineering firm specializing in brownfield redevelopment, environmental due diligence, solid waste management, air quality, environmental compliance, and energy management. The firm was founded in 1970 and currently has over 900 employees with offices nationwide. SCS’s environmental consulting practice in the Upper Midwest is anchored by the former offices of BT Squared, which merged with SCS in July 2011 after 20 years in business as a locally-owned Madison company. SCS’s Upper Midwest office in Madison includes 50 professionals and support staff with an additional four people located in our Menomonee Falls office.
Project Team SCS’s project team is a group of highly skilled environmental professionals who are very experienced with environmental site assessments, full scale site investigations, contaminated materials management during construction, and remediation projects of varying size and complexity. SCS’s Madison staff have handled the environmental aspects of many successful redevelopment projects in the City of Madison and routinely provide both planned and “emergency” management of contaminated materials encountered during construction projects on private property and in the public right-of-way. Over the years our team members have formed excellent working relationships with City staff, local developers, and Wisconsin Department of Natural Resources (WDNR) Remediation and Redevelopment case managers assigned to south central Wisconsin.

PROJECT TEAM
We selected our project team to provide the best possible service to the City of Madison. The experience, relationships, and intimate local knowledge embodied in our team ensure that projects will be completed efficiently from the beginning. We are all prepared to think creatively to address novel challenges; however, there will be no time wasted figuring out how to get things done.
SCS’s team for this project have extensive experience with environmental site assessments, full scale site investigations, contaminated materials management during construction, and remediation projects of varying size and complexity. SCS’s Madison staff have handled the environmental aspects of many successful redevelopment projects in the City of Madison and routinely provide both planned and “emergency” management of contaminated materials encountered during construction projects on private property and in the public right-of-way. Our office location within 15 minutes of downtown allows us to respond in “real time” when the need arises.
Our core team includes experts in site assessments, environmental remediation planning and implementation, and emergency response. Our team members have worked together well for many years, giving us the ability to rely on each team member’s area of expertise to efficiently and effectively complete tasks. We have developed excellent working relationships with City staff, local developers, and local utilities. EXPERIENCE
The primary benefit of SCS’s extensive experience in Madison is that we can respond quickly to challenges and work efficiently to complete projects at a reasonable cost. The senior SCS Madison-based staff who will be assigned to this project each have 20 to 30 years of experience working on investigation and remediation projects in Madison and neighboring communities. Eric Oelkers has worked closely with Joe DeMorett and Brynn Bemis at the City of Madison for more than 20 years.
Our team has helped many municipalities successfully manage contamination issues and navigate brownfield redevelopment projects. In addition to the City of Madison and Dane County, SCS has assisted Jefferson County; the cities of Janesville, Middleton, Monona, McFarland, Prairie du Chien, Sun Prairie, Waterloo, and Watertown; the Town of Dunn; and the Village of Waunakee, among others, with a variety of environmental investigation, remediation, and redevelopment projects.
In addition to our work with the communities listed above, SCS has completed Phase 1 and Phase 2 environmental site assessments, environmental remediation projects, spill cleanups, and geotechnical investigations at hundreds of privately-owned properties in Wisconsin. SCS’s Madison staff have worked extensively on sub-slab vapor intrusion and vapor mitigation projects, both under a state-wide contract with WDNR and for private parties. More recently, SCS has implemented soil, surface water, and groundwater sampling programs to evaluate potential contamination by per- and polyfluoroalkyl substances (PFAS).
Our key qualifications include:
• Hundreds of successful environmental investigations and cleanups in Wisconsin
• Dozens of successful brownfield redevelopments in southern Wisconsin
• Successful management of many U.S. Environmental Protection Agency (USEPA) and
WDNR brownfield grants
• Excellent working relationship with WDNR
• Long-term history working with counties and municipalities
• Experience with Wisconsin Department of Transportation preparing Hazardous Materials
Assessments and contaminated material management during construction
Since BT Squared merged with SCS Engineers in 2011, the SCS Madison office has successfully completed more than 350 Phase 1 and/or Phase 2 Environmental Site Assessments, 50 brownfields redevelopment projects, 240 underground storage tank related projects, 190 spill cleanup projects, and hundreds of other uncategorized projects including management of contaminated soil and groundwater and vapor intrusion.
SCS also has an excellent track record of helping our clients successfully reposition and redevelop brownfield properties, as well as ensuring our clients receive full reimbursement under grant programs. Since the 1990s we have been experts in meeting regulatory requirements under PECFA, DERF, ACCP, and brownfield grant programs.
SCS has worked on hundreds of environmental projects in the City of Madison. The map at the end of this section shows the sites active since 2012, although the SCS project team has worked on many others over the last 20-plus years. These projects include Phase 1 ESAs, Phase 2 ESAs, site investigations, remedial action planning, soil and groundwater remediation, geotechnical investigations, emergency spill response and cleanup, and site closures. Through our work on these projects we also gained useful knowledge of environmental conditions at the adjacent properties through review of Sanborn maps, historic aerial photos, and WDNR files. This knowledge allows us to provide the City with a very detailed understanding of the geology, hydrogeology, and commonly found soil and groundwater impacts within the Madison area.
SCS is prequalified to perform (vertical) soil borings, underground storage tank removal, and soil/groundwater remediation in the City of Madison right-of-way through March 1, 2021 (License LPC2017089-01864). SCS is registered with the Wisconsin Department of Agriculture, Trade and Consumer Protection as a certified (#402007) Tank Specialty Firm for site assessment and tank removal/ cleaning. Our in-house tank removal and assessment capability allows us to quickly handle underground storage tanks (USTs) that are “discovered” during construction projects.
Examples of projects managed by SCS team members for municipal or institutional clients within the last three years include:
Garver Feed Mill, Madison. SCS completed a comprehensive Phase 1 ESA for the Garver Feed Mill property under a USEPA site assessment grant for the City of Madison. Following the Phase 1, SCS collected and analyzed additional samples from soil borings and test pits. In May 2018, SCS submitted a Material Management Plan to WDNR to obtain approval to manage on-site a large portion of the contaminated soil that would be disturbed during grading and installation of roads, parking, and underground utilities. SCS subsequently assisted the City in negotiations with the developer regarding soil management issues. Moving forward, SCS is ready to assist the City in closing the case file for the entire property with WDNR. SCS’s collaborative working relationship with WDNR helped facilitate the approvals necessary to approve the successful redevelopment of this property.
UW Biotron, Madison. SCS submitted a Site Investigation Report and Remedial Action Options Report for the University of Wisconsin Biotron laboratory to WDNR on behalf of the University of Wisconsin in October 2019. The site investigation addressed the trichloroethylene (TCE) contamination at the Biotron, as well as off-site groundwater contamination from up-gradient drycleaner sites. The Biotron work included traditional sampling of soil and groundwater, passive soil vapor sampling, sub slab vapor sampling via single points and high volume tests, and indoor air. SCS is drawing on our experience from a similar project for Blackhawk Technical College in Milton, Wisconsin, and other projects to advise UW about the feasibility of various remediation approaches. The WDNR and UW are negotiating alternatives for remediation of this site.
Rowe Property, Cambridge. SCS is working with the Dane County Department of Public Works to address vapor intrusion associated with a former gasoline underground storage tank located in the public right-of-way adjacent to a commercial property. An historical closed leaking UST case was reopened following a Phase 2 investigation on the commercial property. SCS re-established eligibility for additional investigation and remediation at the site under the Petroleum Environmental Cleanup Fund Award (PECFA) program, completed additional soil and groundwater sampling, prepared a remedial action alternatives report, secured necessary approvals, and implemented an in-situ groundwater remediation program in 2019. SCS is currently working to address residual vapor intrusion issues at the site.
Gauthier Property, Waterloo. SCS completed a Phase 1 and Phase 2 ESA and hazardous material inventory of abandoned containers at the former James Gauthier property in Waterloo under a USEPA site assessment grant for Jefferson County, prior to the City of Waterloo’s acquisition of the property through condemnation proceedings. Through SCS’s USEPA regional On-Scene Coordinator (OSC) contact, SCS was able to assist the City in obtaining federal assistance to properly dispose of abandoned containers and other hazardous materials left on site. Following demolition of the buildings on the property in 2018, SCS collected additional soil and groundwater samples and submitted a successful closure request, without continuing obligations, on behalf of Waterloo in May of 2019. Subsequent to the closure request, SCS completed a limited geotechnical investigation to support Waterloo’s efforts to market the property for commercial redevelopment.
Voit Property, Madison. SCS completed a Phase 1 and Phase 2 ESA of the Voit property for the City of Madison in 2018. The former quarry was filled under approval by WDNR, but the lack of specific oversight of the placed materials, large volume of filled areas, and observed debris in the early fill areas were found to be concerns at the property. SCS completed soil and groundwater investigation on the undeveloped property and found little impacted fill at the property, which allowed for the City to proceed with their plans to improve the water quality of Starkweather Creek.

This project included Phase 1 and 2 ESAs, a complete site investigation, Wisconsin Economic Development Corporation grant assistance, a material management plan, environmental oversight (contaminated soil and groundwater management) during construction, and completion of a successful request for case closure immediately following completion of the redevelopment. SCS is currently working on a similar scope of services for a former dairy plant in Fitchburg for Inventure. Eric Oelkers manages the Inventure projects.
4. McGrath Property Group. SCS recently completed two brownfield redevelopment projects for
McGrath known as Factory District Apartments on East Washington Avenue and the LL Olds Warehouse Flats apartments on Williamson Street. Historically the properties were occupied by a gas station and bulk petroleum storage facility, respectively. Each project included Phase 1 and 2 ESAs, a complete site investigation, PECFA reimbursements, a material management plan, dewatering, and environmental oversight during construction (contaminated soil and groundwater management). One site is closed and one site is pending closure. Eric Oelkers manages the McGrath projects.
5. Stone House Development, Inc. SCS is actively working or recently completed approximately eight redevelopment projects (within the last 3 years) for Stone House, including properties on East Washington Avenue, Fair Oaks Avenue, Mifflin Street, and Pinckney Street. These projects include included Phase 1 and 2 ESAs, complete site investigations, brownfield grant assistance, material management plans, environmental oversight (contaminated soil and groundwater management) during construction, and case closure requests. Betty Socha manages the Stone House projects with assistance from Tony Kollasch.
As noted above, the SCS project team has an excellent working relationship with staff at WDNR, particularly the South Central Region (SCR) Remediation and Redevelopment staff and regional spill response coordinators. We consistently receive positive feedback from SCR staff regarding the quality of our submittals. SCS has an excellent success rate in achieving site closure.
SCS has worked effectively with USEPA staff to implement brownfield site assessment grants and produce quality assurance project plans for federally funded work. We have also assisted municipal clients in obtaining USEPA assistance for emergency removal actions.
