RE: Environmental Consulting Services, RFP#: 8914-0-2020-BG

Dear Ms. Brynn Bemis and Members of the Selection Committee:

Strong environmental due diligence is the backbone of nearly every project in urban and suburban settings. Carefully prepared, thorough, and factually accurate due diligence reports provide key data for site selection and design, provide liability protection for the user, and protect against project cost overruns due to unforeseen site conditions. Many engineering firms view environmental due diligence as a box that needs to be checked in order to kick off a project.

However at SEH we fully recognize the ripple effects that quality environmental studies can have on our clients and their projects. In light of this recognition, SEH procedures dictate that every single due diligence product (Phase I, Phase II, Site Investigations) is prepared under the direct supervision of a seasoned, senior-level professional. We take pride in our work and rest easy knowing that all of the work we produce has been prepared and reviewed by the best in the industry.

The City of Madison “City” has solicited proposals from qualified vendors for Environmental Consulting Services. SEH is a qualified vendor for this project; however our attributes stretch far beyond “qualified”. We understand the social impacts that City procurement can have on our communities and recognize that the City has a mandate and strong desire to partner with firms that hold those social impacts in high regard. The following points describe the social impacts of teaming with SEH:

Diversity: SEH is committed to advancing the field for all professionals, regardless of their background. Our company has been recognized by the Minnesota Women’s Transportation Seminar as Employee of the Year. This award is given to companies that are recognized for having an outstanding record of affirmative action in hiring and promoting at all employment levels and encourages women students to enter the field by providing internships and advanced education opportunities. Our Women in STEM employee resource group brings diversity to the forefront of our professional lives and fosters an environment where women and men of all backgrounds can thrive. Our commitment to this diversity is embodied in the subconsultants we have selected for this pursuit.

Local: Hiring local firms for City work has a real economic impact. SEH has been part of the Madison community for more than 28 years and is registered under the City’s Local Preference Purchasing Policy. Our staff live, work, and play in and around the City. We have a personal stake in every project that the City undertakes because the City’s projects are our projects and the advancement of the City has direct impacts on our daily lives. Our commitment to providing local services extends to the local drilling subconsultant we have selected for this pursuit.

Building a Better World for All of Us®: The SEH mission statement is “Building a better world for all of us”. At SEH, this is more than a mission statement. We recognize that our work can literally build a better world, however the meaning spans beyond smart design and quality work. SEH leadership is committed to improving the lives of people in our communities.

Our charitable fundraising campaigns yield surprisingly generous contributions directly from our employee owners and our employee match program offers up to $10,000 match for employee contributions to charitable causes of their choice.

Additionally we lend our professional skills to vital projects in impoverished countries to bring clean water and sanitation to people in need. We believe we can build a better world one contribution at a time.

City of Madison February 14, 2020 Page

We are excited for the opportunity to partner with the City on this project. Our technical acumen, commitment to quality, and fiscal responsibility meet or exceed the requirements for the project and the social impacts of hiring SEH align directly with the values that the City espouses. SEH is a company that the City can be proud to team with and together we can build a better world for all of us.

Respectfully submitted, SHORT ELLIOTT HENDRICKSON INC.
