4.0 Experience
4.1 Phase 1 Environmental Site Assessments
A Phase 1 environmental site assessment (ESA) can simply be a “check-mark” in the property transfer process or it can be the beginning of a significant expenditure for either the buyer or property owner. Many clients desire a more thorough understanding of environmental liabilities at a site before taking ownership to create an appropriate plan for investigation prior to redevelopment and to limit the number of “surprises” during ownership. Therefore, care must be taken in defining the recognized environmental conditions (RECs) identified during the performance of a Phase 1 ESA. TRC’s Environmental Professionals have extensive experience with commercial properties and industrial and manufacturing processes and operations and have performed Phase 1 ESAs at a wide variety of facilities, including brownfield sites and rights-of-way for WisDOT. Our tenured Phase 1 ESA staff evaluate the current and historical use of the site and use our years of experience to “tell the story” of each site to clearly identify RECs. This careful attention to detail, along with understanding the client’s reason for performing a Phase 1 ESA, are critical components of TRC’s initial scoping and guide our approach to each site.
TRC provides consistent value and quality by combining a clear definition of the client’s desired outcome with a specific internal procedure for completing a Phase 1 ESA that meets and exceeds client expectations. This approach has given TRC the opportunity to perform Phase 1 ESAs for repeat clients who have a genuine interest in discovering the potential liabilities associated with a site. Our cross-trained staff can provide additional services in conjunction with the Phase 1 ESA, including assessments of asbestos-containing materials (ACM) or lead-based paint (LBP) and hazardous materials surveys.
Phase 1 ESAs performed by TRC will conform to either the United States Environmental Protection Agency (USEPA) All Appropriate Inquiry Rule and the American Society for Testing and Materials (ASTM) Standard Practice E 1527-13 (“Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process”) or the Facilities Design Manual (FDM) Procedure 21-35-5 for Phase 1 Hazardous Materials Assessments (HMAs) as requested by the City.
TRC’s templates and use of TRC’s Mobile Data Solutions application for site information requests, site reconnaissance data collection, and Phase 1 ESA Reports help ensure our reports cover all aspects of the ASTM or WisDOT Standard and are written in a format consistent with the applicable Standard. The templates also expedite the production of a final report following the site visit. TRC has conducted more than 1,000 Phase 1 ESAs over the past two years throughout Wisconsin, the United States, and internationally.
Madison, WI 12
Phase 1 ESAs completed for the City will be performed in a timely and cost-effective manner, while providing a high-quality product to support the City’s project-specific objectives. This approach has been successfully deployed for other TRC clients who hold different stakeholder positions, such as site owners, potential buyers, state agencies, financial lending institutions, innocent property owners, and developers.
4.2 Phase 2 Environmental Site Assessments and Site
Investigations
Phase 2 ESAs may be needed to confirm or refute the presence of environmental contamination for RECs identified in a Phase 1 ESA , and site investigations are then used to define the degree and extent of contamination identified at a site.
The TRC Team has conducted hundreds of subsurface investigations for sites of varying size and complexity throughout Wisconsin. TRC routinely performs simple Phase 2 ESAs for single properties, concurrent Phase 2 ESAs for multiple sites along transportation corridors, and more extensive NR 716 Site Investigations for small and large projects. This range of experience assures that TRC will appropriately scope each subsurface investigation to align with the complexity of the project and allows TRC to meet the project objectives in a cost-effective manner.
TRC’s longstanding relationship with the WisDOT demonstrates our unique ability to complete concurrent investigations on multiple sites for a single client with great efficiency and continued attention to site-specific details. Since 1989, TRC has completed thousands of site assessments and investigations for the WisDOT to identify potential environmental liabilities (hazardous materials, wastes, USTs, buried drums, contaminated groundwater, etc.) for both corridors and single properties.
TRC’s team has experience testing a variety of media during Phase 2 ESAs and site investigations, which includes, but is not limited to the following:
Groundwater: Install temporary monitoring wells and NR 141 monitoring wells.
Document the location of the wells with GPS and survey in the top of casing and ground elevation. Sample groundwater from the monitoring wells using a variety of sampling techniques (bailers, low-flow, passive diffusion, etc.).
Madison, WI 13
Soil: Collect soil samples from test pits, shallow hand auger points, or Geoprobe borings. Document the location of the soil samples with GPS or direct measurements to fixed features.
Vapor: Collect soil gas, sub-slab vapor, indoor air, and/or ambient air in Summa Canisters. Use traditional or high-purge volume sub-slab sampling methods, and radon tracer tests, as needed.
Sediment: Collect sediment from infrastructure traps, shallow water bodies, or deeper lakes and rivers.
Use appropriate sampling tool (e.g., scoop, piston core, or Russian Peat sampler) or collaborate to obtain samples from other project work (e.g., geotechnical investigation).
Underground Storage Tanks: Use magnetometer or ground penetrating radar to locate UST. Hire qualified subcontractor to abandon USTs and have one of TRC’s certified tank site assessors complete the UST assessment.
Building materials: Have TRC’s certified-asbestos inspectors identify and collect samples for asbestos analysis from building and/or bridge structures. TRC also has experience with testing building materials for other potential contaminants of concern (e.g., lead and PCBs).
PFAS: Per- and polyflouroalkly substances (PFAS) are a class of emerging contaminants that are receiving a high degree of attention from the WDNR. TRC has standard operating procedures in place for sampling for PFAS; the TRC Team has experience sampling for PFAS is Wisconsin.
Safety is at the forefront of any subsurface investigation. Prior to an investigation, TRC will prepare a site-specific Health and Safety Plan and will assign staff with the appropriate training (e.g., HAZWOPER, confined space, asbestos inspector) to the job. TRC staff will also observe the investigation area for obstructions and hazards, confirm that the public utility locate is complete, and will coordinate private utility locate or use tools like ground penetrating radar to locate utilities or other subsurface features if needed to safely execute the work.
If contamination is identified during the investigation, TRC is prepared to complete Form 4400-225 Notification For Hazardous Substance Discharge, as required by WDNR. TRC understands the importance of proactive communication with the City, and will share findings from the Phase 2 ESA and site investigations as information becomes available (e.g., field screening or after laboratory results), and as data is processed and evaluated against the potential risk to human health and the environment.
Because TRC routinely performs subsurface investigations in Wisconsin, TRC has templates and systems in place that allow for efficient documentation of subsurface investigations. This includes photograph logs, boring logs, monitoring well construction and abandonment forms, documentation reports templates, tabulated risk screening criteria and data notification forms. Our Quality Assurance program ensures that data, figures, and reports are reviewed prior to going out in a final document, and work is overseen and signed by a Professional Geologist and/or Engineer, when applicable.
Madison, WI 14
TRC’s Team understands Wisconsin’s regulatory program and has in-depth knowledge of the regulations in NR 140 and 141 pertaining to groundwater, NR 700 for environmental contamination, and NR 500 for solid waste management. TRC also has collaborative relationships with regulators and our staff stay involved with the WDNR technical assistance committees to stay on top of critical issues that drive new regulations and shape current regulatory policy. From this knowledge, and when available, applicable reimbursement and funding programs will be used to the extent possible to maximize the value of work provided to the City.
4.3 Remediation Activities
Remediation is pursued when contamination is found to be a risk to human health or the environment and the risk cannot be mitigated with engineering or institutional controls. TRC’s Team has experience in designing, costing, and implementing remedial actions for a range of projects. This experience ranges from relatively simple sites, such as UST abandonment and limited soil excavation, to larger in situ groundwater remediation approaches, to innovative and patented sediment remediation designs. TRC’s team includes experts in the operation and maintenance on active remedial systems, and experts on the management of contaminated materials encountered during construction, demolition, or other earthwork.
TRC’s work with WisDOT and other municipal clients has provided extensive experience with developing material handling plans and overseeing the management of contaminated materials during construction (soil, sediment, groundwater, and building materials). TRC understands that proper management is essential to limiting the spread of contamination, but also understands that there are creative solutions that limit the amount of material (and cost) for landfill disposal, while still being protective to human health and the environment. These creative solutions may include test pits to delineate soil impacts during construction, reuse of low-level contaminated soils, or in-situ treatment of soil or groundwater to lessen disposal costs or expand reuse options.
When a site is more complex, TRC has the expertise to offer a variety of active remediation or mitigation solutions. To select the appropriate remedial action, TRC evaluates the site-specific hydrogeologic, geochemical, economic, and legal factors to determine feasibility and implementability of a range of remedial options for a site and can present these in document that satisfies NR 724. Examples of remediation/mitigation approaches used by TRC for clients include the following:
In situ enhanced bioremediation
Chemical oxidation
Groundwater extraction and treatment
Soil vapor extraction
Phytoremediation
Permeable reactive barriers
Sub-slab depressurization for vapor intrusion mitigation
Our wide range of experience allows TRC to identify and assess the best remedial strategies for a project, to accurately estimate costs of implementation, and to help identify the most cost-effective solution. We also
Madison, WI 15 have experience with applying risk-based principles and natural attenuation alternatives when appropriate and when active remedial strategies are determined to be impractical. Ultimately, the goal of most remedial actions and risk evaluations is to achieve regulatory closure with the WDNR in a timely and cost-effective manner.
4.4 Relevant Project Experience
The projects summarized below demonstrate our diversity of experience performing environmental services to government clients. The five projects below were all completed within the last three years and were completed and managed by TRC Madison staff.
Challenges
The City of Madison reconstructed East Johnson Street between Baldwin and First Street in Madison, Wisconsin during the 2019 calendar year. The construction project included roadway improvement and the installation and abandoning of storm sewer, sanitary sewer, and water main.
TRC Solutions
TRC was retained by the City of Madison to oversee construction work within areas containing potential contaminated materials along the proposed project limits. Prior to construction, environmental site assessments were completed which identified potential areas where soil and/or groundwater impacts were present. As part of the project design, Special Provisions were completed outlining impacted soil and groundwater management for the project. TRC assisted with coordinating construction work within areas of concern to ensure contaminated soil and groundwater was managed appropriately. Contaminants of concern included, petroleum compounds, lead, and fill material (i.e. cinders, coal combustion reuse, bricks, etc.).
TRC personnel mobilized to the site as needed based on the contractor’s schedule to field-screen soil, fill material, and groundwater. TRC’s onsite personnel were able to evaluate materials and provide guidance to the contractor. Based on the material encountered, TRC worked with the contractor to segregate impacted soil and fill material for reuse from material requiring offsite treatment and disposal. When possible, additional test pitting was completed to identify the extents of impacted material. TRC worked with the contractor directly, providing waste manifests as needed for material requiring offsite disposal at Madison Prairie Landfill.

Client Benefits
Based on TRC’s close proximity to the reconstruction project site, TRC was able to mobilize and assist the contractor with soil management as needed, reducing the oversight costs for the project. In addition, impacted material was routinely encountered outside the limits of previously identified contamination. TRC was able to respond in a timely manner to keep the construction project moving and ensure materials were properly managed. TRC’s onsite field personnel were able to assist with the identification and segregation of materials of concern, allowing for reuse of low-level impacted material within the project limits, reducing hauling and landfill disposal costs.
Overall, the City fulfilled their commitment to manage the impacted soil and groundwater per the Special Provisions and within areas outside the previous limits of concern. Documentation was provided to the City identifying areas where impacted material was encountered which will be helpful for future work along this corridor. TRC was able to provide the City with a breakdown of the environmental consulting costs based on the utility work being completed as the project contained multiple identification numbers.

Project Challenges The City of Sun Prairie wanted to acquire land in the heart of the City’s thriving downtown - a prime location for redevelopment and investment. However, the location sought was the former Don’s Automotive gas station that more recently had been used for automotive repair. The site had known environmental issues due to leaking underground storage tanks (LUST) that were investigated and closed in the 1990s with residual soil and groundwater contamination.
TRC Solutions TRC was retained to help the City of Sun Prairie understand potential liabilities associated with the closed LUST site and the potential impact residual contamination may have on future redevelopment. The Phase I ESA included a detailed review of the regulatory files to understand the investigative work done in the 1990s and the extent of contamination left in place at the site. The closed LUST and a suspected used/waste oil underground storage tank (UST) were identified as concerns.
Pre-Acquisition Due Diligence at former Gas Station – City of Sun Prairie, WI
Madison, WI 17
A Phase II ESA was performed to confirm the presence of contamination in soil and groundwater at the site and better define the potential environmental obligations for the proposed acquisition. A ground-penetrating radar (GPR) survey was performed prior to commencement of drilling to clear each soil boring and to screen for other subsurface anomalies (e.g. undocumented USTs). The GPR survey identified an anomaly near the service bay, and an additional soil boring was advanced near the anomaly to evaluate soil conditions. The results of the Phase II ESA indicated that petroleum-related soil and groundwater contamination related to the closed LUST remains at the site in excess of the state groundwater and soil standards. No soil or groundwater impacts were identified near the suspected waste/used oil UST and anomaly identified by the GPR survey.
Following completion of the Phase I and Phase II ESA, TRC worked with the City of Sun Prairie to obtain a liability clarification letter from the Wisconsin Department of Natural Resources (DNR) indicating that no response actions are required by the City. Future redevelopment will require appropriate handling of contaminated material and an evaluation of the vapor intrusion pathway.
Client Benefits TRC’s investigation provided the City of Sun Prairie with the information necessary to close on the purchase, clearly understand the environmental obligations for redevelopment, and obtain DNR’s confirmation that no additional investigation is required. The City of Sun Prairie recently demolished the site and expects to solicit interest from developers in 2020.

When preliminary sampling data indicated a possible “lead problem” in Madison city schools, the Madison Metropolitan School District (District) needed a company that could sample for lead in their drinking water in all of their schools and facilities—up to 1,500 water taps within a 2-week timeframe—and samples could only be collected between the hours of 4 am and 7 am. Data would have to be reviewed and completed as FINAL, and ALL 50 reports would be submitted on a single day. When another consultant said the task was “impossible” and asked for more time, the District contacted TRC.
TRC Solutions After a planning session involving our most experienced samplers and data managers and because of the very short time frame, TRC identified a two-pronged approach: 1) logistics and 2) data delivery. We had to schedule the team and equipment in the field within a day, which meant identifying all available personnel

Madison, WI 18 and creating a spreadsheet of availability. Data quality and deliverables had to be defensible and very user friendly.
TRC’s Mobile Data Solutions application (app) was used on cell phones and tablets, which provided prompts for each sample collected. TRC’s app required that two photographs be taken of each fixture, which made it easier to identify labeling errors and assist with sample management, providing the ability to show a photo of each water tap that exceeded the USEPA Action Level so it could immediately be taken out of service. The sampling app was linked to an SQL database, which was combined in a GIS environment to provide a floor-by floor map of each school, highlighting lead exceedances for each school. The database also allowed TRC to prepare a standardized report template for each facility that provided data directly to the report, such as number of samples, number of exceedances, and locations.
TRC collected samples from cold water outlets on the interior of the buildings.
